(haipo) – The National Committee for Planning and Construction of Preferred Housing Complexes (VTMAL) approved the plan for the "Shapira" complex in Kiryat Yam, one of the most significant urban renewal programs in the city in recent years. The plan, located on the seafront, includes over a thousand new housing units, public spaces, commerce and new urban openings that will strengthen the connection between the city center and the coast.
1,171 new housing units – instead of 257 old ones
The plan covers approximately 35 dunams on Pinchas Sapir Boulevard, between Moshe Shapira and Yeshayahu Streets, and near the city hall. As part of the plan, 257 old housing units in 10 buildings will be demolished, and in their place will be built 1,171 new housing units, from which 80 special housing units.
The new construction will include:
- 9-story residential buildings on the seafront
- Towers up to 35 stories
- Approximately 30% of the apartments will be small apartments (up to 80 square meters)
- Possibility of establishing housing
The plan was prepared by the firm Kika Baraz Architects and Urban Planners Ltd., and is promoted at the initiative of Y.Z. Lian Gekop Holdings Ltd.
New urban space: commerce, employment and public spaces
The program includes:
- Approximately 3,950 square meters of commercial space
- Approximately 8,700 square meters for special housing and employment
- Approximately 10,591 square meters for public purposes
- Approximately 7 dunams of open space
A new school will be built in the center of the new neighborhood, and the residential blocks will incorporate open public spaces for the benefit of the residents.
Connecting the city to the sea: new streets and urban continuity
The plan integrates with the urban development policy and strengthens Sapir Boulevard as a central urban axis. As part of the planning, two new streets will be built that will connect Shapira and Yeshayahu Streets to Sapir Boulevard, a move that will strengthen the urban continuity from the east of the city to the seashore.
The plan joins the evacuation-construction plan in the Yoseftal complex that was recently approved as part of the National Urban Development Plan.
Strengthening the city and connecting it to the sea
Deputy Chairman of the National Council of the Jewish People, Shira Brand: "The plan in the Shapira complex is a significant step in the urban renewal of Kiryat Yam and in the continuation of the city's development momentum. In place of old buildings, a new, high-quality urban complex will be built, combining a variety of housing solutions, public buildings, commerce and open spaces, while taking advantage of its unique location on the first line to the sea."
The planner of the National Urban Planning Commission, architect Eti Efrati-Aria: "The plan realizes the vision of a city connected to the sea, through a new street network connecting the east of the city to the coast. It allocates extensive areas for public needs and will contribute to upgrading the quality of life of the city's residents."

On Moshe Sharett Street in Kiryat Yam, the Tama 38 project has been stuck for 3 years. Old and helpless people have been living on a construction site for 5 years, with scaffolding on the building, no elevators, and safety, electricity, and water problems. The end is not in sight. Developer Yaad Goltz has no money to finish the project. The Kiryat Yam Municipality and the Urban Development Committee are not helping. Please help us…
