(haipo) – The Corporate Authority at the Ministry of Justice filed an exceptional request with the Haifa District Court to dissolve the association Sahaa Abu Nidal, after a comprehensive investigation revealed serious deficiencies in its conduct. According to the request, the association has transferred significant sums of money to entities in Turkey in recent years, without any supervision, documentation or control mechanism. The Authority warns that the lack of transparency raises real concerns about the use of funds for foreign purposes, including financing terrorism.
The state seeks dissolution: Uncontrolled money transfers
According to the documents in the application submitted to the court, the association transferred hundreds of thousands of shekels to corporations in Turkey during the years 2023–2024. Despite repeated demands from the Registrar of Associations, no documents were presented indicating how the funds were used, the identity of the entities that received them, or the purposes of the transfer.
The Corporations Authority notes that the association did not operate any supervision or control mechanism over the funds transferred abroad, and that the reports submitted to the Registrar of Associations included partial and even false information regarding its international activities.
Suspicions of conflicts of interest and family ties
During the investigation, suspicions of significant conflicts of interest within the association also arose. According to the request, some of the parties involved in the management of the association are related by family ties to parties that received the funds in Turkey. In addition, gaps were found between the formal reports and the actual activity, including the concealment of material details from the association registry.
The Corporate Affairs Authority emphasizes that the accumulation of deficiencies, unsupervised transfers of funds, false reports, and conflicts of interest constitute clear grounds for dissolving the association in accordance with the law.
Concern about using funds for foreign purposes
The lack of oversight of funds transferred abroad raises serious concerns among enforcement officials. The request states that without documentation or control, it cannot be ruled out that the funds were used for foreign purposes, including financing illegal activity or even terrorist activity. State officials emphasize that this is a real risk that requires immediate legal intervention.
The legal process in Haifa: What to expect next
The Haifa District Court is expected to hear the dissolution petition in the coming weeks. If the petition is accepted, the association will be dissolved and its assets will be managed by a court-appointed liquidator. The Corporations Authority notes that this is an exceptional but necessary step, designed to ensure the protection of public funds and the proper operation of associations in Israel.
