(haipo) – The Knesset plenum approved last night, in second and third reading, the bill to extend the validity of licenses and regulatory approvals during the period of Operation "Harry's Roar." The new law, initiated by the Prime Minister and the Ministers of Justice and Finance, broadly extends the validity of licenses, permits and regulatory approvals and is intended to make things easier for the public and the economy at a time when renewing permits may be complex or even impossible.
Horizontal extension to all permits and licenses
The new law provides for an automatic three-month extension of all government permits and licenses. Expiring between February 28, 2026 and May 31, 2026.
The arrangement applies to a wide range of areas, including:
- Business licenses
- Planning and construction
- Import and production
- Additional regulatory permits
Work on the law was coordinated by the Regulatory Authority in the Prime Minister's Office, the Advisory and Legislative Department in the Ministry of Justice, the Budget Division and the Tax Authority in the Ministry of Finance.
Preventing harm to businesses and citizens
The purpose of the law is to prevent a situation in which citizens or businesses will be harmed due to the expiration of licenses at a time when it is difficult to renew them.
The extension allows normal operations to continue without the need for bureaucratic hassles during an emergency.
In addition, the law includes a postponement of deadlines in financial sanctions proceedings, as well as an extension of deadlines in the Real Estate Taxation Law, to allow the public to realize tax benefits even during the challenging security period.
A significant move for the entire economy
This is a large-scale move, which combines in one law a sweeping extension of all permits and licenses in the country.
The law also allows the government to request additional extensions from the Knesset when necessary.
Main points of the law
- Possibility of additional extensions with Knesset approval

- Automatic 3-month extension for all permits and licenses that expire during this period
