(haipo) – In addition to the urban renewal plan approved in November 2025, the Haifa District Planning and Building Committee, headed by Ruth Schwartz, approved for submission an additional urban renewal plan as part of the evacuation-reconstruction in the Kiryat Eliezer neighborhood. The plan, one of the largest promoted in the neighborhood in recent years, is expected to change the face of the area and include 970 new housing units alongside public spaces, education, commerce and employment.
From 216 old apartments to 970 new ones
The plan, submitted by Rike Real Estate, covers an area of approximately 24 dunams and is located between Allenby Road and Tzahal Street. As part of the project, 216 old housing units will be demolished, and seven residential towers of 18 to 34 floors will be built in their place.
Of the total planned housing units, approximately 291 will be allocated to small 2 and 3-room apartments, in order to cater to a young population and small households. In addition, the possibility of combining residential units will be provided as part of the planning flexibility.

Mixed Uses: Residential, Commercial and Employment
The plan proposes an intensive mix of uses, including approximately 3,400 square meters of commercial and employment space that will be integrated on the ground floors and on the facades facing the main streets. This combination is intended to strengthen urban activity, add services to residents, and encourage walkability in the area.
Emphasis on education, community and preservation of buildings
One of the key aspects of the plan is meeting the needs of the public. The district committee ordered the area for public buildings to be increased to 3.6 dunams, in order to build a new elementary school in the neighborhood. In addition, approximately 3,300 square meters of public space will be allocated for kindergartens and for cultural, community and welfare uses, while preserving the existing synagogue building in the complex.
Neighborhood park, trails and public transportation
In planning the complex, special emphasis was placed on the quality of public space. The plan includes the establishment of a new neighborhood park, the creation of a network of paths that will connect the surrounding streets, the planting of dozens of new trees and the preservation of mature trees as much as possible. In addition, a reduced parking standard was set, in order to encourage the use of public transportation and reduce traffic congestion.

Statements from the committee and district planners
Chairman of the Haifa District Committee, Ruth Schwartz, She noted that: “The Kiryat Eliezer neighborhood is at the heart of a comprehensive urban process that is restoring its place as a central and attractive neighborhood. The plan joins a series of additional plans promoted by the District Committee, and integrates with the municipality’s vision while providing a solution not only for housing, but also for necessary educational and community infrastructure. Increasing the area for the school and adapting the mix of apartments for young people are important steps in realizing Haifa’s vision of renewal.”
Haifa District Planner at the Planning Administration, Ronen SegalHe added: “The plan implements the principles of the Kiryat Eliezer master plan and offers optimal utilization of the land in an area that is well-connected to public transportation. The combination of strengthening building rights, three-dimensional planning, and improving public space is a significant step in strengthening the neighborhood and renewing the face of Haifa.”

Will they plant trees hahaha
Enough with the arrogance, fly away already.
Neglect of Haginim/Achva Street. Years of procrastination - please look into the issue.
Have you noticed that every few months approval is announced for various evacuation and construction plans, but there is no follow-up to it other than the approval?
Check out publications of plans that were approved back in time, some even years, nothing really happened there, not even a bag of cement was brought there.
It seems that the local authority issues proclamations and general approvals, boasts about being innovative and the employees there supposedly working diligently, and uses this only to press for the municipality's activities, while nothing is happening and it is doubtful that anything will happen there.
The mayor and residents of Dania fought against 4-story buildings in the Dania neighborhood
4 floors..
They're flooding the rest of Haifa with 30, 34...40...50 floors, not interesting, not visible to the eyes.
The contractors run the municipality like the tail runs the elephant.
It's simply embarrassing what's happening in Haifa. And it's Misharit and Avihu who were elected on the grounds that they would prevent Haifa from being destroyed by contractors. A joke, ha ha.. Note that during their time, Beit Dagon 2 in the casino was 7 stories high, 30 meters high.
During their time, walls towered 34 stories. During their time, the western hills were destroyed and shaved for roads,
During their time, the Matam Bridge was in the middle of the city, destroying the fabric of Haifa's entrances and turning it into Check Post 2.
All during the time of Avihu "The Greens" Hahn as deputy mayor, not opposition.. Did you get the bluff???
Very true, they are destroying the city with towers and the public is apparently stupid and does not understand the meaning. Avihu Han has forgotten his role and his agenda and is collaborating.
The most sensible sentence in the article: A reduced parking standard was set, with the aim of encouraging the use of public transportation and reducing traffic congestion.
In other words – traffic jams
The residents of Kiryat Eliezer and Bat Galim are endangered by neighborhoods that are being raided and stripped of their minimum quality of life. Huge walls of 34 stories (so what if the city plan said up to 22 stories).
Poor residents of Allenby Street across the street who are building a 120-meter-high wall that hides their view of the light and air. Hundreds of children who will have nowhere to play. Stifling overcrowding. Bat Galim and Kiryat Eliezer will be the two most densely populated neighborhoods in the State of Israel and among the most densely populated in the world in terms of people/square kilometer.
In Kiryat Eliezer, the evacuation and construction of all the complexes will be 9000 apartments, meaning 30 additional residents, meaning another 10,000 vehicles. Think about how crazy this is on the existing narrow roads. In Bat Galim with Egged, another 6000 apartments, meaning another 20,000 residents. In the entire neighborhood, there is no sports hall, no park, and no high school.
All the committees simply only see numbers and multipliers and the contractors' viability. There is no reference to what 120-meter-high walls will do along Allenby Road, along the Hagana Road, and along the Second Aliya. One will hide the other. There will be a drab suburb with dense housing developments, all 100 meters high, and huge traffic jams on the streets below.
How to kill the quality of life in Haifa by simply approving more and more such delusional plans.
To give a hand to the ugliness and exploitation of residents' private property in exchange for profits for the developer and the municipality. Corruption
