(haipo) The Tax Authority announced today that businesses across the country have been given the opportunity to submit applications for advances on compensation payments for economic damage caused by the consequences of Operation Roaring Lion. The opening follows the Knesset's approval of the compensation plan for businesses.
The business assistance plan was approved by the Knesset • Request for advances starting from 5/5/26
Full compensation claims will open for submission on May 17th.
According to a statement from the Tax Authority spokeswoman, on May 17, 2026, after the business VAT reports for the months of March-April 2026, on which the compensation is calculated, are received, the possibility of filing claims for the compensation itself will open. Businesses that are found eligible for compensation will receive the amount they are entitled to, minus the advances that will be paid now. However, the Authority emphasizes that businesses that receive advances and are later found not to be eligible for compensation, based on their VAT reports, will demand the return of the advances they received.
Who is eligible for advances and what are the conditions?
Businesses throughout the country whose transaction turnover in 2025 was between 12 shekels and 400 million shekels are eligible for the advance, and whose transaction turnover in March-April 2026 is expected to be at least 25% lower than their transaction turnover in March-April 2025, provided that the decrease was not caused by reasons unrelated to the security situation that prevailed during the operation. For businesses in the confrontation line settlements in the north, there is a separate advance track, which opened at the end of March 2026.
How to calculate the down payment amount
A business owner who filed a claim for June 2025, October 2023, or November-December 2023 may request an advance payment of up to 80% of the compensation or advance payment received for one of these periods, whichever is higher. A business owner who did not file a claim for one of these periods may request an advance payment of up to 80% of the business's average monthly expenses in 2025, multiplied by a coefficient of 7%. For exempt businesses and businesses that opened after January 1, 2025, there are separate calculations detailed on the Tax Authority website.
Submission Deadline and Payment Schedules
The deadline for submitting an application for advances is May 17, 2026. Upon receipt of the application, the Compensation Fund will calculate the amount of the advance and transfer it within seven business days, except in exceptional cases where an examination and production of documents are required. The application can be submitted through the Tax Authority website. This is a significant step aimed at helping businesses cope with the economic damage they suffered during the campaign period, even before the full claims for compensation are submitted.
