Halting construction in Savyoni Danya • The struggle continues: Residents file an appeal with the National Council

(haipo) The struggle over the construction plan in the Savyoni Danya neighborhood in Haifa continues to roil residents: After the District Committee's Subcommittee on Objections rejected developer Yuval Alon's request to build 800 housing units and approved only 200 in the first phase, hundreds of residents from the neighborhood decided to file an appeal with the National Planning and Building Council. In the appeal, the residents claim that the plan, which includes the construction of approximately 550 housing units, commercial space, and public buildings, was approved despite serious transportation failures and the lack of adequate infrastructure solutions for the neighborhood, which is closed off with only one entrance.

The struggle escalates: The tenants filed an appeal with the National Council

The struggle over the construction plan in the Savyoni Danya neighborhood is escalating: Hundreds of residents from the neighborhood have filed a request for leave to appeal to the National Planning and Building Council against the giant plan that includes the construction of approximately 550 housing units, commercial spaces, and public buildings. The opponents, represented by attorneys Oren Katz and Eli Hirsch of the Yosef Yeshurun & Co. law firm, claim that the plan was approved despite substantial transportation failures and the lack of adequate infrastructure solutions for the neighborhood, which they define as a "balloon neighborhood" with only one entrance and exit. The appeal filed claims that the district committee rejected significant professional claims raised by the residents, the Haifa Municipality, and the Ministry of Transportation, including unusual traffic congestion, the lack of adapted public transportation, and safety risks to residents of the area.

Residents of the Savyoni Danya neighborhood have registered partial success in their fight against the extensive construction plan in the neighborhood, after the District Committee's Objections Subcommittee decided to reject developer Yuval Alon's request to build 800 housing units. The committee determined that the developer would only be able to build up to 200 housing units in the first phase, and only after the opening of an additional road that would connect the neighborhood to Ramat Alon or Emek Heshemesh will construction be allowed to continue. In addition, the committee limited the total number of housing units to just 550, along with height restrictions, distances between buildings, and additional planning guidelines.

Committee decision: Significant reduction in the scope of construction

The district committee determined that a minimum distance of 18 meters will be maintained between the buildings, and in area cell 205 the construction height will be limited to only seven floors, up to two floors above Auerbach Street. In addition, the committee addressed the maximum size of each housing unit and set clear limitations. Another issue discussed is area cell 601, which belongs to the Haifa Municipality. The committee determined that the areas in this section will be registered in the name of the municipality, which gives it broader planning control.

Background of the plan: Tall towers in the heart of a small neighborhood

The original plan included 630 housing units in six buildings 16–22 stories above the entrance level, and another five stories below. This is a complex near the University of Haifa, in a neighborhood characterized by relatively low-rise construction and narrow roads. In 2025, the plan was published for submission, and 35 objections were filed against it. The discussion of the objections took place in two meetings, where the arguments of the developer, the residents, and Deputy Mayor Sarit Golan Steinberg were heard.

The developer's claims: "Improving public transportation will solve the congestion"

The developer's transportation consultant claimed that traffic congestion in the neighborhood could be avoided if the public transportation system were improved, and that there was no need to rely on a private vehicle. He claimed that investing in frequent bus lines and public transportation infrastructure would allow the absorption of new residents without significantly harming traffic.

The municipality's position: "No improvement in public transportation is expected"

Deputy Mayor Sarit Golan Steinberg said she was not opposed to development in Carmel, but stressed that the neighborhood has a large number of vehicles and there is no prospect of improving public transportation. “We can settle for just four towers,” she said. The local committee representative added that the neighborhood’s shopping center is very active, and that there is no real plan to improve public transportation in the area.

The objections of the residents of Ramat Alon and the opinions of Danya

The committee rejected the objection of the residents of Ramat Alon to the opening of the road that will connect the neighborhoods, claiming that it is an approved plan. In contrast, the claims of the residents of Savyoni Danya regarding traffic congestion and parking spaces were partially accepted. The committee determined that the fact that the construction will be carried out in stages and only 200 units will be built before the road opens, constitutes a partial solution to the expected traffic congestion.

The municipality's responsibility: "To plan infrastructure in accordance with population growth"

The committee noted that the responsibility for adapting infrastructure to population growth lies with the municipality. However, residents claim that this is a fundamental problem: the committee approves a large number of housing units regardless of existing infrastructure, and tasks the municipality with finding solutions after the fact. They claim that not every neighborhood can bear such a large addition of housing units, and this could seriously harm the quality of life.

Public transportation: “The current situation is unsatisfactory”

The residents claimed that there is no good public transportation in the neighborhood, and that it needs to be improved before the work begins. The committee responded that the municipality and the Ministry of Transportation need to develop public transportation, and that even though it is a mountainous neighborhood, the challenge can be met, as is the case in other neighborhoods in the city.

Tree felling: balancing nature and construction

One of the main claims of the residents was the cutting down of 400 trees. The committee confirmed that hundreds of trees would indeed be cut down, but noted that it was trying to create a balance between the harm to nature and the public benefit of the construction. It added that trees would be designated for preservation in the area designated as public open space.

Excess dirt, loss of value and obstruction of the view

Claims regarding the treatment of excess soil were rejected, in accordance with the planning director's instructions. Claims regarding the decrease in the value of the apartments and the blocking of light and view were partially accepted. The committee noted that reducing the number of housing units would reduce the damage, but recalled that the court had previously ruled that the view is not the property of the resident.

The developer's claims to reduce the number of housing units were rejected.

The developer claimed that the number of housing units had been reduced compared to the scope set in preliminary meetings, and requested that the number be returned to 800 or at least 680. The committee rejected the request, stating that the reduction reflected the planning trend and the need to reduce the construction phase. His request to build 400 units before the road opened was also rejected.

Residents' concerns: "The neighborhood will change beyond recognition"

Residents of Savyoni Danya claim that despite the decision, this is a serious violation. Currently, there are only about 1,000 housing units in the neighborhood, and adding an additional 550 units will significantly increase the number of residents. They fear heavy traffic congestion, difficulty leaving the neighborhood during peak hours, strain on existing infrastructure and a change in the character of the neighborhood.

Construction period: “Dust, noise and trucks”

Residents note that the construction period itself will be difficult: trucks will come and go, there will be constant dust and noise. But beyond that, they fear the long-term change, towers of over 20 stories that will replace the open landscape and increase the density of the small neighborhood.

An ongoing struggle: “The entrepreneur doesn’t give up – and neither do we”

According to the residents, the developer continues to file new appeals and demands, while they are forced to raise funds again and again to fight for their quality of life. “The developer has deep pockets and patience,” said one resident. “We are fighting for our house.”

Inspiration from other struggles in the city

Residents of Savyoni Danya point to the struggles of other neighborhoods in Haifa, Danya, Vardiya and Lincoln Slope, as a model for successful public struggle. According to them, the struggle is not against development, but rather for responsible planning that takes into account infrastructure, nature and quality of life.

Next step: additional appeals and new hearings

After the district committee's decision, residents began collecting additional funds to file appeals. They emphasize that the issue of the additional road to the neighborhood is critical, both for reducing traffic congestion and for the ability to evacuate in the event of an emergency.

The municipality's response

The municipality stated that it is studying the district committee's decision in all its aspects, and will accordingly make a decision regarding the continuation of the proceedings.

  1. Make money.
That's probably all that's required for a city planning position.
To cram as many apartments as possible into the same area for the benefit of the contractor, municipal taxes, and real estate taxes.
It doesn't matter where the neighborhood residents will park on the existing narrow streets in the neighborhood.
The solution – let's talk about traffic islands, let them travel by public transportation or walk. Only young and healthy people will be accepted into the neighborhood, old people are not welcome.
I don't care about a sensory overload that will make the trip unbearable.
It doesn't matter what happens in 10 years, all that matters is the money that goes into your pocket.

  2. This developer is known for building ugly, tall buildings like the ones built in Nesher. The residents will fight this war to the end.

  3. There is no good public transportation because the road to Ramat Alon, which should allow for connectivity and the addition of a bus line, is closed.
The neighborhood does not have one exit. The connection to Ramat Alon needs to be completed and there will be two exits.

  4. Residents of Haifa and the Carmel – wake up! Next in line is your home!
What is happening in Savyoni Danya is not just a neighborhood struggle – it is a wake-up call for everyone to whom the quality of life, safety, and future of the Carmel are important.
It's time to stop being nice and fight at the highest levels! Filing appeals directly to the national planning system is the only way to shake up a system that is accustomed to trampling on the will of the residents.
Condescension instead of planning – the Haifa District Committee refuses to listen. The chairwoman of the District Committee boasts of her "extreme understanding" of urban planning, and dismisses with a wave of her hand and disdain the "inferior" opinion of the neighborhood's residents – those who live in the area day in and day out.
Food for thought: Perhaps it's time to take a closer look at the level of success of the esteemed chairwoman, dating back to the days when she served as head of the Control and Regulation Division at the National Planning Administration? Is regulation intended to serve the public or the developers?
The truth behind "development" – money-making and death traps!
Haifa's old and well-known secret has been revealed: the massive construction planned in the Carmel neighborhoods is a planning crime. These are enclosed neighborhoods, without evacuation routes, which directly and practically endanger the lives of residents in the event of a fire or emergency.
The goal of all parties involved is one: *make money*.
The method: failed, deceitful, and predatory – "First we build, and then (maybe) we'll pave roads."
Planning institutions – we see you!
If this text has reached your doorstep, know this: the residents are no longer sitting idly by. We will not pay with our lives and our quality of life for another tower and another easy profit. We will use every legal and planning tool to stop the madness.

    • The esteemed chairwoman is on her way to a new position in the center of the country. There won't be much more to suffer from her.

  5. The decision also has implications for Tama-38 in the Ridge neighborhoods, which have reached the extent of adding hundreds of high-density housing units on existing roads without any expectation of improvement in public transportation. Ahuza residents can check how many housing units have been added in the last decade and, based on load capacity, prevent additional Tama-38 projects in the Ridge neighborhoods and certainly prevent large-scale construction clearance without any improvement in existing traffic jams and public transportation.

  6. The Abba Khushi Highway is closed in the morning. If they don't open the additional road to Ramat Alon, traffic won't flow.
