A 19-year-old Haifa resident and a minor were arrested on suspicion of pledging allegiance to ISIS and planning terrorist attacks.

(Haipo) – Ibrahim Kaabia, a 19-year-old resident of Haifa, and a 16-year-old minor from the Galilee were arrested on suspicion of pledging allegiance to ISIS and planning to carry out attacks against security forces. On Friday morning, August 28, 2026, indictments will be filed against the two in the Haifa District Court, according to a joint statement from the police and Shin Bet spokespeople.

A 16-year-old minor who planned an attack on the Temple Mount

In a combined operation by the General Security Service and the Central Unit of the Northern District Police, a 16-year-old minor, a resident of the Galilee, was arrested on 04/08/26 after it emerged that he had made contact and sworn allegiance to the Islamic State organization (ISIS). During his interrogation, it became clear that in addition to his oath to the terrorist organization, he had begun watching and searching online for content showing instructions for making explosive belts. It also emerged that he intended to carry out an attack against Jewish police and soldiers on the Temple Mount.

Haifa resident arrested on suspicion of planning attack at IDF base in the north

Several days after the minor's arrest, and as part of the investigation's progress, another suspect was arrested – Ibrahim Ka'abia, a 19-year-old Haifa resident, on suspicion that he had also pledged allegiance to ISIS. During his interrogation, it emerged that he had planned to carry out an attack on an IDF base in the northern region. Upon completion of the investigation phase, the Haifa District Attorney's Office will submit indictments this morning and a request to detain the two until the end of the proceedings in the Haifa District Court.
