(haipo) A wave of complaints from residents of the Ramat Almogi neighborhood in Haifa after a large number of residents received a notice from the Carmel Water Corporation about abnormal water consumption, in some cases due to an alleged leak. However, an independent inspection conducted by the residents indicates a completely different picture, raising questions about the nature of the abnormal reading and what is behind it.

The recurring pattern of receiving similar notifications about abnormal water consumption, in such a large number of homes in the neighborhood, raises questions, especially in light of the fact that residents who have checked their water systems report that no leaks were found. "It makes no sense that half a neighborhood would suddenly receive a notification about abnormal consumption," one resident said in a conversation with Haifa. "We conducted a comprehensive inspection and found nothing. Everything is in order. The feeling is that there is a systemic error here."
Residents attribute the unusual alert to a recent technological change in the replacement infrastructure for advanced digital water meters that the corporation installed as part of the neighborhood's water system renovation. According to them, the new equipment may be making incorrect readings or interpreting certain consumption differently than the old water meters. The phenomenon is reminiscent of a similar case that occurred in the Neot Peres neighborhood and was published in Haifa last January, when a group of residents organized and filed a class action lawsuit against the Carmel Water Corporation following excessive water charges that were recorded after the installation of new water meters.
Residents are demanding a thorough examination of the system and clarification on how to avoid misdiagnosis of "abnormal consumption," which could lead to unnecessary payments and even anxiety among residents.
Many letters were received in the system. Below are a few examples:

מ'"From Carmel" was conveyed to me:
"Carmel Water Corporation handles every consumer inquiry professionally and thoroughly, in accordance with the water and sewage corporation rules (service standards) of the water and sewage corporations set by the Government Water Authority. A remote reading water metering system (RMM) is an advanced system that allows for the identification of continuous water consumption. The system alerts about continuous and abnormal water consumption over time and transmits the information in real time, which allows the corporation to detect problems and notify consumers, earlier and not once every two months, only after receiving the water bill.
In the event that the computerized water metering system detects continuous water consumption for 24 consecutive hours, the consumer is sent a notification via email and text message about abnormal water consumption. Alerts about abnormal consumption can arise from various reasons such as: increased water use in the summer season, excessive watering, leaks in the home's pipes or in the pipes of the common property, and more. The digital water meters that were installed are of advanced technology and are extremely accurate, have undergone calibration tests and have been approved by the Water Authority and the Standards Institute. We recommend that consumers who have received alerts about high consumption monitor the actual consumption data, check whether there is a reason for the increase in water consumption and, if necessary, even consider the possibility of using a qualified professional."

"Successful Method".
Hello people, we Israeli Jews are in a very depressed state.
What do you think?
That this entire advertising system was built by mistake???
Enough!
You don't like fools, do you?
It's in every city and not just related to Haifa.
This is a successful method. If it succeeds, the collection can go up, and then the employee who received a car from work will not have to calculate whether to go to the Sea of Galilee once a week at work or twice, including the Golan Heights, just for fun.
Peace ,
I'm also reading the same thing, for two months now I've been contacting Carmel Water, who sends me notifications about an exception, and when I get to the hotline. The operators say they don't see an exception, we had an explosion in May of this year, I submitted the form in Kiryat Eliezer and attached receipts for the repair, total disregard, someone here can file a class action lawsuit, I know there's a lawyer working on the matter.
I am from the Romema neighborhood. For 7 years, since we moved here, we have been receiving a letter about excessive shared water consumption!!!!
Of course we checked, with the help of a plumber, and there is no leak!!!
Our entire street, Patel Street,
Everyone has received a letter like this from time to time…
It's completely ridiculous and there's no one to talk to about it...
That's why we keep paying because we have no choice.
115 shekels more!!!
You've gone crazy.
In two months
And no, we don't have another baby in the house or a pool.
They found a way to charge more money from consumers, they already added Rublik
On the consumption differences account page.
We need to unite and work to stop and replace this corporation.
They've been doing this for years.
We also had money extorted from us in Neve Sha'anan, claiming there was a leak. We called a professional plumber who checked and issued a letter saying the pipe was in good condition and there was no leak. This is a criminal organization, Carmel Water.
Even in Kiryat Yam, such messages are sent every now and then in various neighborhoods.
Either the uniforms are broken in all sorts of places in the country or there is something systematic here.
We need to do some research on this.
The story of Carmel Water and the inflated charges has been going on for years, each time moving to a different neighborhood. Someone needs to dismantle this sick corporation as soon as possible or have an inspector come in to inspect.
About 3 years ago we received a demand for payment of about 3,000 NIS (we are only two tenants in the apartment), we usually pay about 500 NIS, we called a plumber who found no leak, we wrote to "Carmel Water", we demanded an inspection of the water meters, nothing helped us, after about two years we received a notice of seizure of the bank account. With no choice, we paid, and they still demand 8 NIS in late fees!!!
Carmel Water is a bad and difficult company, there is no technical person in it, everyone is only concerned with collection and their regulations even Einstein would not understand. The problem is that most of them are poor consumers, not technical people and are unable to deal with them. I went to legal arbitration with them, and made meatballs out of them. I installed my own water meter. I installed a pressure gauge on the line, so I can see if there is a leak, and by the way, it is recommended to install such a gauge regardless of Carmel Water….
The Ministry of the Interior proposed abolishing the water corporations altogether and transferring the collection to a small, efficient body without a board of directors and functionaries…. Contact Moti Blitzlau on the subject…. There’s nothing to think about. Flow is a matter for engineers, not officials. And it’s forbidden to change data in the water management file, which they do when it suits them. This is terrible criminality, but if it’s not related to the right, no one lifts a finger. Even the body responsible for the audit told me that they made a mistake in the file, so they fixed it. Not bad. One hand washes the hand, and the little citizen is robbed…. Bad company. Endless warnings. Threats. Stressful…. Then the government says….
What is the purpose of a court? But it is busy constantly probing the legality of clear laws without provocation. A state in disarray despite the bureaucracy.
To those affected by water consumption in the Israeli water authority, I have no idea what steps were taken to prevent standard malfunctions from the water corporations,
A. The primary importance of installing a return valve before the clock is unequivocal.
Which may prevent the meter from being read even when there is no water use in the house, in fact the law of interconnected devices works on the meter.
And the above part may prevent the phenomenon, and even if this is not reassuring, you can always put another one in the serial connection, the flow is not affected. Another very important thing for cooperation between tenants, take a video of the clock in the shared room when no tenant is using it, this is also proof.
As a resident of the Kiryat Haim neighborhood, I also receive a bill every month that includes a breakdown of consumption and a charge of between 2 and 3 cubic meters in a written description: From the general. They once explained to me that the plumbing in the neighborhood is old and there is leakage, so this is divided among all the residents of the neighborhood.
These messages were constantly being received, we also received them in Neve Sha'anan. I didn't give up and in the end I received refunds. You need a lot of patience.
The same thing happened in Kiryat Ata. We wrote a letter to all the tenants of the building stating that there was an abnormality in water consumption. We contacted them. They told us to do a test at our expense. It is an expensive test to check for a leak in the main meter. They claim that we need to do the test, so it will stay that way. My wife and I pay 470 NIS/540 NIS every two months. We use it, but not such amounts. I think it is a bit excessive.
It seems that Carmel Water chose to pass on the expenses of replacing water meters to residents under the guise of "abnormal consumption" and thus profit twice: once from "abnormal consumption" and the second time from income tax refunds on expenses/wear and tear.
There is a change in the taste of the water, but the service is excellent. People answer and give answers even on holidays, even at night. Good luck if water gives us flavored soda.
I just had an idea.
Stealing the common citizen, that's how it is in the city of Haifa! And this is not the first time... thieves are scoundrels
Agree with every word
Someone needs to finance the ballooning budget pensions of Carmel Water Corporation retirees.
Ramat Almogi and Neot Peres – your choice.
Congratulations on the sudden abnormal consumption.
Pay without asking questions or your account will be frozen.
Not just Neot Peres or Almogi… also in Ahuza and Neve Sha'anan.
This is a method that has been known for years throughout Haifa.
Here in Neve Sha'anan too. I read that there is a class action lawsuit against Carmel Water for 10 million NIS due to the "Mtsalji method."
Also here in Ramat Shaul, Carmia Street
One more account like this and we will prepare a class action lawsuit, bring in the best experts and the corporation will refund millions upon millions!!!
Carmel Water is definitely cheating and charging more and they must be sued.
Carmel Water's Excuses
Unfortunately, the residents of 16-18 Maimon HaRav Street in Neve Sha'anan also received notices of abnormal water consumption near the time the meters were changed. We contacted Carmel Water several times, paid for the main tap inspection, conducted additional tests, and no leaks were discovered in the shared pipework, and the issue was not addressed, and as consumers we are forced to pay the additional excess every month. Good luck with the class action lawsuit. It simply doesn't make sense that so many residents across the city received notices of abnormal consumption following the time the meters were changed.
It is advisable for Carmel Water's notification of abnormal consumption to include a process for identifying faults: possible causes, how to locate the specific cause, how to fix it, who to notify, etc.
Carmel residents haven't yet realized that gardens are watered in the summer. Every April, they start receiving messages of this type, stickers on the doors, emails, phone calls.
Instead of sending a representative to the field, conduct tests in several areas and understand what is happening.
What is not clear.
Management and clerks have private cars and luxurious offices.
Mainly the budgetary pension section is inflating for the corporation's retirees, like the retirees of the entire municipality. Hundreds of millions of shekels. All development budgets are being cut, and creative initiatives are being sought for more fines and increased revenue.
We, the residents of Ramat Tishbi, also received a similar letter for no reason. In our inspection, there was no leak in the general and pathetic lines, and there was no one to talk to. We are considered defendants!!
Please help us address this issue.
There is air infiltration into the system that operates the clock. We were in this movie. And by the way, the water corporation does not answer inquiries from filling its mouth with water.
The site posted a picture of an old water meter – the KRAM is a digital system.
We also have it like this with the blessing of Habas HaCohen…
Crazy...really crazy...there is no stop to excessive water consumption and we checked with a licensed plumber!!!
We still received such a bill. Audacity!
You also need to join a class action lawsuit!
The 'successful' method
What's new? The water corporations are not entities whose guiding light is honesty. The successful method. No matter what happened in the system, they will always place the responsibility and costs on the small consumer, knowing that organizing against them is not really reasonable.
Why is there no credibility?
What is wrong is that you should not trust anyone, you will check the meter if the messages were a reading or an estimate. It is very important to check from the meter. Write so that the house is registered and thus check and not accept the message as fact.!
A convoluted answer from Carmel Water.. They also changed it in Shambor and charged me for a swimming pool and argued a lot over and over again… and sent to an engineer's phone number that was never answered. Finally, they checked the previous meter in their possession and admitted their mistake but did not return the money as a credit but rather offset many months of consumption.. …and do not expect an apology.
Not just Ramat Almogi. Geula Shelter received… Carmelia and more
