(haipo) – An ongoing civil battle is coming to court, with a demand for transparency and justice for Haifa residents. On Wednesday (22/1/25), a class action lawsuit in the amount of 10 million shekels was filed with the city’s District Court against the Carmel Water Corporation. The lawsuit, filed by attorneys Hani and Nizar Tanos, deals with payment demands that allegedly contain excessive charges by the corporation for shared water consumption. According to the lawsuit, these are clearly unreasonable charges, which the plaintiffs claim are harming thousands of residents in the city of Haifa.

The current case is the culmination of a long-running struggle waged by frustrated residents, who reported what they said were unreasonable increases in their water bills. "We didn't know who to turn to anymore," says one resident. According to her, every contact with Carmel Water was met with either indifference or an inadequate response.
Attorney Hani Tanos noted that this is a trend that began in 2021 and continues to this day. "These are charges that increase every few months and raise serious questions regarding the method of calculation," he says. The issue even reached the desk of the State Comptroller, who was forced to intervene in the issue.
According to the lawyers, the corporation insists on collecting the unreasonable amounts, claiming that they match the data in its possession. "This conduct leaves no choice but to resort to legal action," explains attorney Nizar Tanous.

Hoping for transparency and policy change
According to the lawsuit, the damages caused to residents are estimated, by conservative calculation, at approximately 10 million shekels, but this amount may not reflect the full damage. During the legal process, the corporation will be required to present documents and data that will allow the actual amount of the charges to be estimated.
Attorney Tanos expresses hope that the lawsuit will lead to a change in the corporation's policy and improved transparency with residents. "We believe that the court will give a voice to the citizens who were harmed and will ensure that trust between the residents and the corporation is restored," he concludes.

There is a clock for the building and a clock for each apartment, and it is not blocked. Obviously, in a building of 100+ apartments, it is simply not possible to do such monitoring, but in relatively small buildings, it is possible to do such monitoring once a week or two (for example, once a week, one tenant from each floor will take a photo and send the building group the clock status of all the apartments on the floor, someone will coordinate and take data from the clock of the entire building). Then, what is important, it is possible to identify if there are large differences between what the building (for the sake of the building) measured and what Carmel Water measured... It is clear to me that there will not be many people who will want to engage in this, but if the entire building unites in a hug against the system and monitors the water consumption of the entire building, and there really are large differences, Carmel Water will have to explain why there are differences between the tenants' measurements and their measurements and how they make their calculations...
