(Haipo) – In recent days, the city council has approved the promotion of an uncompromising policy in the case of blocking sidewalks for pedestrians.
The city council approved at the last council meeting held last week (19/10/22) the proposal of city council member Motti Blitzblau, to promote an uncompromising policy in the case of blocking sidewalks for pedestrians.

In his proposal, Blitzblau emphasized that people with physical disabilities, the blind, residents and residents with baby strollers are often forced to go down the road, risking human life because there is no significant enforcement against parking vehicles that completely block sidewalks. Therefore, he suggested that the mayor act to promote an uncompromising enforcement policy in the case of blocking sidewalks for pedestrians.

City Council member Kirill Kartnik stated that this is a problem that as of today has no solution and that the solution is to allocate a budget for the purchase of a tow truck (2-3 in number) for the operations department, in order to tow a vehicle that blocks the pedestrian crossing and move it to the lot with a monetary fine.

City Council member Hila Laufer asked if the policy still exists that in the event of a report of a vehicle blocking pedestrian traffic, one must wait next to the vehicle until an inspector arrives. In response to the question, the legal advisor said that since 3 years it is possible to take and send a picture without waiting for the inspector.

Council member Tabor Lahat, flooded the parking problem from both sides - the blocking of the sidewalks for pedestrians, and from the other side - the severe parking crisis in the city, which results in people having to park on the sidewalks, simply because of a lack of choice. Lahat also raised the question of what happens in the evenings, when there are no inspectors and many car owners park on the sidewalks and block them, and the same goes for the weekends.
The proposal of the Blitzblau city council member, as mentioned, was passed by a majority of votes.

The sidewalks in the commercial areas of Haifa have long been used for parking.... The business owner rewards the inspector and comes to Haifa the redeemer... In residential areas during the day you can still walk on the sidewalks. In the evening, at night, on Saturdays and holidays the sidewalks are busy. blow
All Hillel Street and Mesada have parking on sidewalks at a level where there is no passage for pedestrians. In Tel Aviv they would have dragged everyone, only here it's like a routine in a remote village.
Traffic offenses should be a matter for the police. Not to be confused with those who do not run Pango. If you report a car parked on the sidewalk or blocking private parking, etc. to the police, they handle it. The problem is that almost no one reports. We are great at complaining. Less by doing something with it.
Every day, vehicles come up and block the sidewalks on Allenby Road, and even park in a traffic circle.
Why does the municipality not enforce the law and issue reports to those who endanger the safety of pedestrians and traffic?
Why not operate a private tow truck and have the vehicle owner pay the fine to the tow truck operator.
There is a limit to the lack of enforcement and the absolute jungle in the municipality.
I was driving on Allenby Road with our guests from abroad, both of whom are American urban planners. They looked out the window at vehicles parked on the sidewalks and inside the traffic circle and said they had never seen anything like this in any city in the world. We told them - this is the routine in this city. There is no non-urban enforcement, no traffic police. There are car races. There are entire streets that are completely blocked for pedestrians. There is abuse of disabled people who have to get on the road and are unable to.
They said simply: with us, residents would sue the municipality and for such damage they would pay so much compensation that the municipality only pays to enforce everything because it knows that every photo of a blocked sidewalk will lead to a lawsuit against it. We must act with the same methods against the municipality of Harfa.
I was ashamed to travel with them in my city. I was really ashamed to be Haifai when I saw the market on their faces.
Moti Blitzblau's suggestion is excellent, but as a complementary step, it is necessary to assign a dedicated phone number for the purpose of filing complaints about exactly such offenses, in many cases when I wanted to report brutal parking on the sidewalk, getting to the right hotline involved routing calls and endless waiting and lack of cooperation and/or Or a desire to deal with the matter and enforce it, when a policy of zero tolerance against the criminals is implemented, then the tangible danger to human life will be avoided!
This hazard of vehicles parked on the sidewalks has been bothering us for many years. Now scooters and bicycles have also been added, some of them electric, which endanger the pedestrians on the sidewalks.
The entire city must be covered with cameras and inspectors, visible and hidden, and this danger must be eradicated through consistent and uncompromising enforcement and the distribution of high fines, right from the first offense.
all due respect. Are there any good offers here?
big zero
It's a waste of the council members' time.
All transportation problems in Haifa were solved a long time ago, only the problem of parking on the sidewalk remains. Because of the parking shortage, parking on the sidewalk must be allowed in a way that allows safe passage for sidewalk users, this does not include the cyclists and scooters who use the sidewalks as a road and harm the pedestrians who do not see them approaching.
Stop your bullshit.. People don't park on the sidewalk because they feel like it. They park because parking lots charge a fortune for parking in the best case and in the worst case there is no parking at all. We need to promote construction plans for parking buildings with a controlled price in every area of the city of Haifa in general and in all the cities in Israel. That they won't have to spend hours finding parking and hours of walking to the destination... the main thing is enforcement... enforcement that doesn't deter and doesn't help (perhaps a little...) Good enforcement for the authorities only and those with interests in the municipality and not for the citizens! Take care of the citizens. The same parking shortage also exists in the terrible city in Israel to live in, the city of Nahariya. There, too, they hand out reports on the right and the left and increase enforcement, etc. And it helped change the culture of the people? I'll tell you a secret, so that's it.. that didn't help anything. Continue to shop as and where possible. It is necessary to influence psychologically and change the parking culture as well as the driving culture in Israel. So much for my humble opinion.
If there is no institutionalized enforcement, we will enforce ourselves.
Maybe if you return to the car you left on the sidewalk and find it scratched and/or punctured, it will help you understand that you are disturbing.
There is no parking in the city, the council members are disconnected!
You also need to park in a stairwell if there is no parking!
Are you tired of being cut off!!!
Leon Blum St. became a parking lot for trucks. The trucks are blocking the right lane of the street. Most of the trucks do not belong to the street dwellers. The truck owners park here at the end of the workday so that they occupy the few parking spaces available for the residents of the street. In the morning they arrive from the outskirts with their private vehicle, park it and once again take the few parking spaces available for us. There is a law that prohibits the parking of a truck of 10 tons or more to park throughout the city. The municipality is supposed to take care of arranged parking for trucks. And what is Haifa municipality doing about this????
Irit Hidalon!!!
The thought of parking on the sidewalk does not occur to any Tel Avivian, and this is because they know the price they will pay for it if they decide to do so. Enforcement is the key word.. When I complained about this to a community police officer here in Haifa, what he had to say was that there was nothing to be done , there is a lack of parking... oh, there is none in Tel Aviv... only in Haifa there is...
As children we took bicycles and rode around the estate without any problems
Today children can't even go to school without constantly passing cars because someone parks car after car into the road and then you see children enter the road to overtake the parked car and a car coming from behind can hardly see them because they are at the height of the blocking car.
It's really terrible, the whole quality of life in the neighborhoods has gone down the drain. Because of blocking vehicles and pigs, the parents are already afraid to let their children walk.
Kudos to Moti, Kirill, Hila and Tabor for their work as members of the Haifa City Council. Have a good week
Not only the blocking of sidewalks but also the blocking of routes for vehicles (Boadi and more) and wild driving with exposed exhausts in Bat Galim and more....
The municipality could easily send inspectors even without making the sick and elderly its employees. And for some reports especially plus police for the wicked who park in the bays of the crosswalks which is the biggest abomination there is but the municipality doesn't really care about the poorest. It's all a show. This city is terrible because of all its inhabitants. Everyone sees the problem and ignores it. Such a city has no right to exist. damn if you all.
They noticed a long time ago.
Now they just say, they will take care of the issue..
I promise all of you that this will remain a statement even in the years to come...
The residents of the city have been treated with contempt for years.
Haifa Municipality's responses Surely "it will be published as soon as it is received" is the motto of our city.
Appears in every newspaper or website.
Haifa is a city without an answer.
Do you have a complaint?
The Haifa Municipality has a document version with a "Public Inquiries Box" sign on it.
You are welcome to come, file a complaint and wait for your problem to be solved.
My mother lives in Leonardo da Vinci in Ramat HaTshebi.
The tenants block the two sidewalks hermetically by parking diagonally on top of the sidewalk
She is locked in her house. She used to go shopping and sit at Tibi Cafe, now every exit is a danger to lives
She has to walk on the road and hope she doesn't get run over because there are no sidewalks.
This is a city that has completely gone off the rails regarding vehicles and sidewalks and is forcing people to risk their lives by walking on the roads.
This mayor is a disgrace. Residents pay high property taxes and are unable to walk safely.
Once she fell down from the sidewalk to the road while trying to overtake a vehicle that blocked the sidewalk.
If such violence continues, we will also behave violently towards vehicles and they will suffer damages for the damages they cause.
I suggest that the municipality reset quickly and clear the city's sidewalks of vehicles like Huldai did in Tel Aviv.
And what about those who double park and block a traffic lane?
And what about those who suddenly stop in the middle of the road to speak a few words with a friend and a line of cars forms behind?
Have you ever tried to wake him up? Don't try! Because it is not certain that you will get out safely.
It has no deterrent.
Nice, that's a great step in the right direction. Now, please, start enforcing the ban on honking vehicles other than in times of danger. It's simply impossible to be outside or in apartments that are close to the road, every driver of long choppers at any moment of slight frustration and the result is a never-ending cacophony of annoyance and noise pollution
Or you can fence the sidewalk with posts like they did in the center of Carmel
Parking in every Kiryat Haim is free, there are mostly parking lots and yet tenants park on the sidewalks. Blocking pedestrian crossings. I have lived in Kiryat Haim for 63 years. And I've never seen a municipal inspector give a report. In the Bay Area the situation is worse.
We will see the enforcement, especially in the entertainment area on Hamanal Street and the surrounding area.
Why not enforce parking in red and white and/or parking in places that block traffic, such as taxis and vehicles in Horev Center or Ziv Center and in general
There is no escaping the congestion charge on vehicles entering Haifa, whether it's students with a car because they then drive it to work or home to another city, whether it's employees of campuses such as hospitals and universities who enter and leave Haifa and create a traffic jam of thousands of vehicles, whether it's residents of other neighborhoods who pass through On the way to the center and don't drive through the tunnels 'because it's expensive' it's time for residents outside of Haifa to pay a congestion charge for entering the city on the Hagana road, the Matam junction, road 22 and the entrance from the east. Many, many people just drive through the city creating noise, traffic jams, pollution. They go in to do car races And divers on the beaches - and the time has come for this to be charged. Including a fee for parking on the beaches as in the center. Haifa residents will register and receive discounts, and beyond that those who use the roads and beaches and parking lots here will pay.
A student from Tirat Carmel comes in with a car parked at the Technion and contributes every morning and evening "contributes" to the traffic jams and imprisons the Ramat Eshkol neighborhood and destroys the traffic jams. Everything is free. It is not possible to continue
That will be the case.
A bridge or tunnel should be built from the Rambam intersection to Highway 22, the traffic jams are unbearable most of the time, the Carmel tunnels did not solve the problem, the residents of Haifa suffer from vehicles that pass through Haifa, every vehicle that enters outside of Haifa should be taxed and thus be required to pass through the tunnels
About a year ago on my evening walk I fell because of a car parked on the sidewalk and blocking my field of vision. I broke my left hand, I underwent a complicated operation with the insertion of platinum and screws into the wrist. In addition, I underwent physical therapy and occupational therapy for about 11 months. I understand that I should sue the municipality and that's what I will do.
My husband took a picture of the car parked on the sidewalk.
First they solve the parking problem in the city, polluting vehicles and trucks that enter the city and cause huge traffic jams
Rothschild Boulevard in the section before Allenby. Trucks are parked on both sides of the road so that they block a travel lane and endanger the drivers who pass by. And this without getting into air pollution inside the city, contrary to the laws.
Multi-story parking lots must be built in the neighborhoods, parking for a one-time payment or a subscription - to finance the construction and maintenance. That there will no longer be free parking on the streets of the city. Not even close to home. and strict enforcement, also for paying for parking on the spot or illegally. No tow needed. Enough fines. Also near the house.
This will require the owner of the car to pay an additional expense of about NIS 300 per month.
Not nice but there is no choice.
This is how it is in crowded cities: Paris, New York.
י
You are invited to the Mayrhof area, they unload on sidewalks and there is no deterrence
No need to run "to buy".
In the end anyway... the tow cars will stand like a stone... Because of a million reasons.
There are endless companies and individuals who drag.
Let's not talk about those who park in regulated parking without enforcement and without payment in neighborhoods which cause the street dwellers without any justifiable reason to find another place, like an invasion.
Workers in Carmel park in Hadar, workers in Tel Aviv simply park and take public transportation, workers in the city park in the outskirts of Dera, such as Abbas Herzliya Hagafen Allenby and many other streets and get off in Carmelit or by Matron, and all this so that they don't get stuck in traffic at the end of a working day, I can understand them, but who will understand us tenants the street
If we do justice then we do it in the whole city and not just where they want and believe me I will announce very well that there are highlights on the areas of Bnei Ma'otin because there is simply no one to argue with them or take pictures and upload them to the web because they are busy working to pay taxes for which they get nothing. I'm not claiming that in Carmel and in the areas above, they don't pay taxes, God forbid, but at least they get everything in return, such as cleanliness, regulated parking, effective response and care, parking for the disabled and an emphasis on the disabled, because this takes place in a committee that, according to what it thinks, will decide if it's difficult for a person to walk and look for parking at the end of the world to the left, despite that in his medical documents it is indicated that he is, for example, 50 percent crippled in his legs and 25 percent neurologically and other percents that today are terminal and not in an annual manner, the man is finished and has done his thing at the moment all that is left for him is to survive until he ends his life,
Peshay discounts if you are disabled you deserve 120 for water and electricity.
You're already tired of where you're going to get money from, what's left is for them to take a tax for every 10 breaths a person takes
It's not the municipality or the state, it's the one who sits on the chair who accepts and does nothing and doesn't despise.... his for others a prosperous salary social conditions why should he bother.
Keep choosing the wrong people and this is how we will continue to the bottom of the slope....
So everything that is said about reports is done with significant differences between sector and sector and between neighborhood and neighborhood and between region and region.
And again I emphasize as someone who was in the system and saw and even complained and in the end he got fed up and left there is no justice. And there are obligations of an inspector to the boss, the boss to the branch manager, the branch manager to the area manager, and so on.
Are you tired of living at our expense?
Ahhhh the funniest is correcting what is written on the signs is the thousandth letter so that your reports are correct and legal and it is not wise to add signs without checking their essence ……
I've been complaining for years about cars parked on the sidewalk on the one-seat street, the steering wheel in Ein Hayam... and the inspectorate does nothing... on both sides
That's right. On Wolfson St. 5 in Haifa, every day, and every evening and night, private cars, trucks, taxis park, and I have to go down to the busy road. I have already asked many times to install green arches railings. My request was not heard at all, and nothing was done about it. Until when? Until someone gets run over? It's time to carry out this work for the safety of pedestrians!!!!! Aliza Erlik. I pass there every day on my way home.
Green fences are placed on Dror Street, but it is getting worse. Park between the building's fence and the green arch and there is not even an option to go down to the road, but before or after the fenced vehicle. And it is walking distance from Dror Elementary School, and all the children are on the road. Nobody cares and there is no enforcement at all.
When I don't have parking I walk or take public transport. Fines and car removal will help. In the center of Harmel, they park on the sidewalks and cover the number plates with rags so they won't be photographed
Nice, but a lot of blockages by a police car or a municipal car. We will see them saddled..
Mr. Lahat, the parking crisis is none of the municipality's business. If there is no place to park, sell the car and switch to public transportation. In most cities in the world there is nowhere to park and two thirds of the public switches to public transport, taxis and walking. This is how it should be in Haifa and it will create pressure to further improve public transportation. Chicken and egg If everyone has a car and parking, then you will complain about hours in traffic, right??
It's nice that you are finally paying attention to it. Allenby Street in Kiryat Eliezer is one of the best examples of blocking the sidewalk. And what's more, there is a crosswalk on the street (next to the Allenby B bus station) that constantly has trucks parked right in front of it, and crossing it especially with a baby carriage is a Russian roulette that by chance has not yet ended in disaster.
They noticed a long time ago.
Now they just say, they will take care of the issue..
I promise all of you that this will remain a statement even in the years to come...

The best solution is to increase the frequency of public transport and reduce the number of cars within the city.
What about cyclists on the sidewalks? Don't these endanger disabled people?
In good time, the enforcement works in Haifa. But other than that
In my opinion, to establish parking lots in the city for the benefit of the drivers
