(haipo) – A recently published State Comptroller report presents a worrying picture of the state of Israel’s education system’s preparedness for an emergency. More than two years of war have revealed how difficult the system is to maintain educational continuity, with distance learning, intended to be a key solution, not available or effective for a large portion of students. In the Haifa district, 78% of schools reported a lack of basic means for online learning, a figure that places the district among the most vulnerable in the country.

Lessons from Corona have not been implemented: Only 11% of schools are prepared for distance learning
Despite the extensive experience gained during the Corona period, the report indicates that the education system has not been able to make the expected "leap forward" in the field of digital learning.
The findings of the Ministry of Education survey (February 2023) show:
- Only 11% of schools in Israel are defined as having a high level of technological equipment.
- Most schools entered the war with medium or low readiness.
- Between 36% and 40% of teachers testified that they were not skilled in distance teaching.
- Only 12%–15% of teaching staff have undergone training in the field of digital learning in recent years.
The auditor notes that despite official recognition of the importance of online learning, substantial components to improve readiness have not been implemented.
Haifa District: 78% of students lack resources and teachers also lack equipment
The data in the Haifa district is notable for its severity.:
- 78% of schools reported a lack of resources for students.
- 44% of schools reported a shortage of equipment among teachers as well.
About a third of school principals noted that the lack of resources is one of the three main difficulties in distance learning.
Among managers who chose not to implement online learning, this was one of the main factors.
Increased emergency drills – but only partial implementation
In the Haifa District, there was a significant increase in student participation in emergency drills:
- 50% participation in 2022
- 87% participation in 2023
However, the auditor emphasizes that this is only partial implementation, and that gaps in teacher training and equipment availability continue to impair the ability to maintain continuous learning during an emergency.
Protection failures: 40% of students do not reach protected spaces on time
The report also presents a difficult situation in the field of physical protection.: In nearly 40% of the schools examined, not all students reached the protected areas at the time of the alert.
Serious deficiencies were found in the spaces themselves:
- Improper doors and openings
- Lack of services
- Lack of air filtration and communication systems
As of June 2025, the Ministry of Education does not have a complete picture of the correction of the deficiencies..
Emergency graduation exams: The concessions prevented harm – but created distortion in scores
The report also refers to the outline of easing the matriculation exams during the war.
According to the critic:
- The relaxations prevented harm to students' grades.
- But they led to sharp increases in grades, for example: an increase of up to 17.5% in 4-unit grades in mathematics between 2023 and 2024.
The auditor warns against "excessive inflating" that could harm the credibility of the matriculation exams as an academic measure.

The Comptroller: "Learning lessons is a fundamental condition for national resilience"
State Comptroller, Matanyahu Engelman, states that despite previous recommendations, the Ministry of Education has not yet completed a national strategic plan to promote digital learning. He says: "Drawing lessons and implementing them in routine, in the field of digital learning and in physical preparedness, are fundamental conditions for the education system's ability to maintain functional continuity and strengthen national resilience in times of emergency."

The Iranian regime is preparing to launch hundreds of ballistic missiles at Israel in an attempt to save itself and torpedo the coup in the country. 7.10 is back again. Turning a blind eye in the IDF is afraid of creating panic here and the security cabinet is paralyzed. This could be a fateful week in which we will enter a crazy round against Iran again.
The system is headed by Ilana Truk.
Fire her.
How much can you fail?
Haifa is falling in all educational indicators. Luckily, there are private schools that are raising the averages.
Tell her replacement that she has two months to prepare for distance learning or she's out of the system too. Very simple.
Yes….this is known to all parents. We realized this last year when the solution was “the most secure there is”…
Government ministries lack a budget because most of the funds were transferred as a result of coalition agreements. The various systems of education, health, civil security, etc. are depleted, lacking manpower and, above all, indifference and lack of motivation. The result is clear, the auditor's report shows a bleak picture of the situation. A country in practical, financial and moral bankruptcy.
