I have 4 landlines at home. In case of an emergency there will be a problem with the cell phones, so it is very important to take care of phone lines. I will also check what is happening with the ultra-orthodox population. We see a lot of cases where, although people have private parking lots, they park on the road, which can be very problematic in an emergency.

I already dealt with an emergency situation in 2016 when the big fire happened so I know that the roads should be as clear as possible. In addition, I intend to take care of diluting the dangerous substances in Haifa. We did it with the ammonia tank and we will do it again. Another topic we will deal with is the closed neighborhoods. Former Minister of Transportation Israel Katz understood exactly the importance of the matter and took care of the budget, but the ones who stopped it were the residents. Every resident opposes the construction of a road near their house, which creates a very dangerous situation. Every neighborhood needs at least twice as many exits as it does."

Yahav also stated that he intends to address the inequality related to the fact that while residents of Jerusalem do not pay for traveling on toll roads, in Haifa a resident of the city has to pay "half of his salary" for traveling through the Carmel tunnels. He also said that although the residents of the north are not counted today, he intends to change the situation and bring budgets to Haifa. Another thing that Yahav said is that he is very disturbed by the fact that half of the municipality's employees do not live in Haifa and he does not know how they will be able to get to work during wartime.

The director of the security department, Yair Zilberman, explained the security activities in recent times. He noted that these days the remote opening of the public shelters is being completed, so that as soon as there is an alarm, the shelters will be opened. In addition, he noted that there are several buildings in Haifa that could be used as mass shelters in an emergency, as well as the six Carmelit stations. Zilberman detailed what is being done now in order for the public shelters to respond to the residents and explained that a meeting or two are held every week to examine the security situation.

After these things, several decisions were made:

Gadi Margalit received his powers as the director general of the municipality, the budget for the National Week events was approved, the cleaning budget for Passover was approved, the assistants of the mayor's assistants and the assistant director general were budgeted, the May council meeting was canceled due to the proximity of the national holidays and the proposed resolution to establish a municipal education board was approved , which will be headed by Danny Fessler.

Yahav explained why a municipal education council should be established:
"I hear a consensus that studies are boring, and we want to overcome this problem. Danny Fessler for years ran a very successful school and he knows how to do it. He will be able to provide a solution to this problem."

Council member Jacob Borovski claimed that he agrees with the need to establish the council but does not think that the city council should approve the decision. Legal advisor Yamit Klein closed the discussion and said that the education committee approved at the previous council meeting does not contradict the education council, which is approved now. She explained that the city council approves the education board because of the desire to act transparently and bring such a significant issue to the council's approval, but indeed this was not mandatory.

After the council meeting, a plenum of the local committee for planning and construction was held and it was determined that Deputy Mayor Sharit Golan Steinberg will head the sub-committee for planning and construction.
