Carmel Beach Monsters: The district committee stopped the plan
Shmuel Galbhart represented the residents in the discussion.
The municipality of Haifa, in a historic move, represented the position of the residents and opposed the plan. Good thing there are choices.
Synopsis of the plot - Carmel Beach Towers:
In the 90s the city of Haifa was under the rule of Amram Metzna. During this period, Mitzna put forward a scandalous plan to build 2 huge towers on the seashore of Haifa. These were the years before the Beaches Law. The planning and construction processes allowed for many loopholes and convenient maneuvering space for the Haifa municipality and entrepreneurs, who took full advantage of this space.
At the end of the project, the residents of Haifa found themselves shocked and embarrassed by one of the biggest and most delusional environmental injustices that the State of Israel has known in recent years.
The environmental injustices caused by the Carmel Beach towers:
Blocking the view, blocking the flow of air to the Neve David neighborhood, robbing a pristine stretch of beach, building a breakwater that significantly affected the transport of sand from south to north, building a rock wall in front of the building, by low standards, a rock wall crumbling into the sea.
Developments in recent months: Today, the developers wish to continue the project and build several additional buildings on the coastline south of the existing structure. For this purpose, the developers requested to present to the Haifa municipality an environmental impact report. The request involves the continued drying of the sea.
Meanwhile, the Haifa municipality "flows" with the requests of the developers and does not stand up for the right of the residents of Haifa to stop this terrible project.
In the meantime we are waiting together with the residents of Haifa.

Summary of the application for drying the sea and a look at the persons involved, from the protocol drum
On 27/12, the request of the Carmel Beach company to extend the period given to them for the purpose of preparing an environmental impact survey if and when the drying of an additional 100m wide stretch of beach in front of the Carmel Beach towers came up for discussion.
The developers are exerting massive pressure on the municipality to allow them to continue the construction of the second part of the Carmel Beach towers. For this purpose, drying of the sea is required, in order to meet the requirements of the Coastal Law.
The sea drying exercise is designed to enable 2 environmental injustices:
1. Move the beach 100 meters away from the new tower.
2. To create additional land that will allow the construction.

Develop the Carmel Beach area in the area marked on the map according to the following principles:
- To dry sea areas in order to expand the area of the beach and determine at least 100 m from the building to the sea as required according to TMA 13 for beaches.
- Establish instructions regarding the drying of sea areas, including the detail of the breakwaters, their length, their location, their height, etc.
- Establish instructions regarding implementation stages of the plan.
- Complying with the instructions of Section 40 of the IBA HF/ 864 A - Open Plan HaCarmel Beach.

The Carmel Beach Towers - an explanation of the drying of the sea carried out in the first part of the project:
In front of the building, drying and laying of the rock was carried out in a sloppy manner, it partially disintegrated and some of the rocks were scattered in the water.
A breakwater was built in front of the building, the purpose of which was to keep the sand 100 meters away from the front of the building, thus overcoming the ban on building 100 meters from the beach.

Looking west: The breakwater built in front of the building separates the beach by 100 meters. The removal of the beach was planned in order to allow a building permit 100 meters from the beach line. This huge breach has a devastating effect on the transport of sand along Israel's coasts
Looking south - close: In the lower right corner of the photo you can see the drying of the sea in front of the building, lined with crumbling rock that was made to low standards and part of it crumbled into the sea
Another look to the south: showing the coastal strip. On the left side you can see an area of a military base that is included in the outline plan to be vacated in favor of hotel areas in the hinterland of the beach and in a way that will not harm the public's rights to free access to the beach.

This beach, now lined with crumbling rocks, used to be a pristine stretch of sandy beach for the public.

The Haifa District Committee held a discussion today on the plan to dry up a strip of sea
near the Carmel Beach towers, to create an artificial distance of 100 m,

I wish the sound of residents shouting would cause the developers or the towns to drop the matter.
For some reason, it doesn't seem to me that anyone who intends to dry up a 100 m stretch of sea, will give up because of some "outcry".
Massive pressure needs to be applied, and someone to coordinate this struggle.
It seems that in other, environmental issues, the hands of the residents (and partly also of the municipality) are on the lower hand. I mean the issue of the train, the issue of clearing the eastern port in favor of connecting the city to the sea, and much more.

There are not many residents in this city who support the towers that have been erected and certainly no one in Haifa dreams of continuing the injustice that has been created and further allowing further damage to the nature of Haifa by drying out the coast and continuing to build more disgusting monsters on the coastline. which was caused to Neve David by the monsters of the Carmel beach.
