Dog owners, for your information, the municipality of Haifa is increasing the enforcement of dogs wandering the city streets.
A dog that ran away and walked alone around the city of Haifa, was caught by the inspectors and placed in quarantine - the owners received a fine of 730 NIS in which it was stated that "you let your dog defecate and did not pick them up" and a payment of 164 NIS for release from quarantine.
Haifa Municipality: "The inspection division conducts patrols throughout the city and within the neighborhoods, in order to maintain public order and not to ambush stray dogs."
This is not the first time that dog owners in Haifa have been fined up to the house where their dog was photographed wandering alone and defecating. Often it is a dog that ran away or a dog that got lost, so they pay two fines both for not picking up the dog's needs and for releasing it from quarantine.
Such a case occurred about a week ago when a dog that was just adopted from an animal shelter ran away from home and walked alone. When he was walking alone, the municipal inspectors followed him, photographed the dog defecating, then caught him and took him to prison. In return for his release, the owners paid 164 NIS, but the surprise was the report that arrived at the house with photos of the dog from the day he ran away and was caught, requiring the owner to pay a fine of 730 NIS for not picking up the dog's needs, even though at the time the dog was alone and not with his owner
A similar case also happened to Orly Fried-Grosso, a resident of the city, whose inspectors followed her dog that ran into the street, and filmed her defecating. She also received a report for loitering and defecating. Fried-Grosso, did not pay and I asked to be tried. According to her, she arrived at the court in Haifa and to her surprise they summoned 10 other people with her with the exact same story.
Fried Grosso: "The municipality sends inspectors using a successful method. Most people get scared and pay hundreds of shekels for the report and that's how the municipality makes a profit."
Haifa Municipality gave a response to Haifa:
