(Hai Fa) – Today, Sunday, 15/06/2025, a dramatic decision was made in the Haifa Municipality – to terminate the employment of Eng. Jamal Al-Din Kitani, Acting Head of the Construction Supervision Department in the City of Haifa, immediately. The official reason for his termination is unknown at this time. And perhaps it will become clear later, when the Haifa Municipality responds to the issue.
The response to the decision to terminate employment immediately
After receiving the notice of his termination, Kitani posted a response on social media, expressing his gratitude to the city's residents and the city's staff. He stated: "I thank the city's residents, the city administration, and the many honest employees in the city and the engineering department for the opportunity I was given to serve the city and its residents." He added that he would continue to believe in the righteousness of the path and instill personal and professional integrity, and emphasized the importance of learning from the challenges he faced.
Kitani responded to the comment and said: "As a staunch fan of quotes, I say: I learned from all my teachers and was built from all my challenges. It is not important what role the person plays, what is important is the person who plays the role. I have received many requests from various parties to consider alternatives. I am holding consultations and will make a decision later. I will state again that the city, its residents, the municipality and its honest employees are very dear to me and I will always act with broad discretion and always place the public interest and the good of the city's residents and the target audiences of the department and the Engineering Administration before personal interest. The good of the city and its residents always prevails. Have a peaceful day."
Haifa Municipality's response
The municipality responded that Mr. Jamal served as acting director of the Supervision Department – a temporary appointment made in accordance with the provisions of the law, until a tender for the permanent position was published. After the Tenders Committee convened and in accordance with its decisions, his temporary term of office ended. This is not a dismissal, but the end of a temporary term, as is customary and required in the public service. We thank Mr. Jamal for his work and wish him great success in his future endeavors.
Why don't you write down all the information about the corruption that was revealed in his appointment affair:

Tender sold? Haifa Municipality accused of lowering requirements for candidate
Haifa Municipality Biased Tender? The mood in Haifa Municipality is tense, due to allegations of bias in a tender for the construction supervision department, a department that makes decisions of great economic significance. The municipality was accused of lowering the threshold requirements to suit its preferred candidate, as reported today (Thursday) on the B network.
The tender in question has already taken place and was won by one of the municipality employees. However, his appointment was not completed because a petition was filed with the Labor Court, according to which the employee who won the management position did not meet the tender's threshold conditions.
The court found the claim justified and canceled the tender. However, the Haifa Municipality appointed the disqualified employee as acting head of the department, i.e., the actual head of the department. And published a new tender, in which the threshold requirements were suddenly reduced, and on the face of it, they seemed to be tailored exactly to the qualifications of the employee who won.
Good luck on your journey.
Would the heads of the authority please publish, with the employee's consent, the details of the hearing that was held for him in order to remove the lip gloss?
He congratulated the many honest workers in the municipality and the engineering department. What about the workers who are not honest?
There is no need to wait for a response and clarification on the reason for his termination of employment, as it says it is only a temporary position.
First, I greatly appreciate Mr. Jamal's restraint and patience in his response to the dismissal. Second, I do not believe a word the Haifa Municipality says, based on previous articles and conversations I have read in the past.
But you probably don't know everything.
Only him?
Why don't you say you didn't win the position again last Wednesday even though you gave the impression that the tender was in your pocket? They didn't want you, they didn't want continued destruction from a person who loves quarreling and gossip.
I wonder if those who approached him as an alternative to the Haifa Municipality know his dealings with employees, contractors, and residents? Once they know, they will soon not agree to hire him as a surveyor either.
How is the official reason "unknown" Bridita, when you write it at the end of the article?
Tell me – is this serious?
It's a shame that finally someone answered my request to the Haifa Municipality and that they fired him on the same day?
I didn't understand you... all the pride you brought to the firing of a man I don't know at all, but I still wouldn't write or praise it openly, silence is better sometimes, a qualification for wisdom is silence.
Sounds bad. It seems like these layoffs are not standard.
