(Hai Pa) – The Ministry of Health issued an administrative stop order (closure order) to the "Kfar Maccabi Fish Stand" butcher shop located at the Mifsag Shalev gas station, Kiryat Ata, after an inspection conducted on Monday, 9/6/25.
This is the second fish butcher shop since the beginning of the week where findings that endanger public health were found.
The business was immediately closed by administrative order – a serious audit report raised a risk to public health.
Message from the Ministry of Health:
During a surprise inspection conducted on Monday (9.6.25) by a professional team from the District Health Bureau, the "Kfar Maccabi Fish Stand" butcher shop operating at the Mifshav Shalev gas station in Kiryat Ata was closed with immediate effect. According to the closure order issued by the Health Bureau, the business is in poor sanitary and operational condition in a way that endangers public health.
Serious sanitary deficiencies – a real danger to public health
The audit findings revealed a long list of serious deficiencies in the business:
- Cross-contamination
- Thawing and refreezing fish
- Unmarked food packaging
- Presence of old food residues
- Mold on equipment
- Poor sanitation
- Faulty cooling devices
- The presence of live and exposed cockroaches and even cockroaches inside the business
It was also found that the fish were displayed at improper temperatures, some were not covered with ice, and were not connected to a refrigerated display case. In addition, it was reported that employees' personal equipment - including hookahs, clothing, and medications - were placed around the food.
Poor structure – access for pests and poor maintenance
The walls of the business are not in good condition, some are made of panels with gaps through which pests can penetrate. Signs of greening, cracks, peeling on the floor and unsealed doors were found. The restrooms were not ventilated, without soap or paper to dry hands.
Closure order before hearing – and without postponement
Due to the severity of the findings, it was decided to issue an immediate closure order for the business, without a prior hearing. Dr. Yehonatan Dubnov, deputy district physician, emphasized that this is an immediate danger to public health. The order was approved in legal consultation and includes an instruction to the Israel Police to act to enforce it.
The owner of the business, Mr. Muaid Musa, can apply to the Magistrates' Court or the Local Court to have the order quashed or varied. However, until a decision is made to the contrary, the butcher shop must remain completely closed. Failure to comply with the order could result in prison sentences of up to 18 months.
