Immediate closure order due to public health hazard
On Sunday, June 8, 2025, an administrative cease-and-desist order was issued to the "Dagi Salah" butcher shop located at 35 Sirkin Street in Haifa, after an inspection of the premises found serious sanitation deficiencies that pose a direct danger to public health. The order, signed by the deputy district physician, Dr. Yehonatan Dubnov, went into effect immediately and orders the closure of the business and the cessation of all its activities.
Serious findings in the audit
The inspection was conducted by inspectors from the Haifa District Health Bureau, accompanied by a veterinarian and an environmental health inspector. Among the deficiencies found:
- High temperatures of the fish displayed for sale (11–15 degrees) – contrary to regulations.
- Approximately 55 kg of fish unfit for human consumption, which were kept without refrigeration, even after the business closed.
- Fish in non-original packaging and without traceability.
- Widespread lack of hygiene, including the presence of flies, walls with mold and grease, a broken ice machine, and a dirty display case.
- Defects in water facilities, a broken floor at the entrance to the business, and a lack of hot water supply.
- New equipment that has not yet been installed, and veterinary certificates are not up to date.
Hearing, commitments – and their violation
The business owner was summoned to a hearing on June 3 and pledged to fix the defects. As a result, a closure order was avoided at that stage, and a re-inspection was scheduled. However, in the re-inspection held on June 8, it was found that the defects had not been fixed, in complete contradiction to the commitments made – and the order was implemented.
Enforcement and legal implications
The order was issued after legal consultation with the district's legal advisor. According to the law, failure to comply with an administrative cessation order is a crime punishable by up to 18 months in prison. The order was also handed over to the Israel Police, who were asked to enforce the actual closure of the business.
In addition, the business owner may submit a request to cancel the order to the Local Court, but as long as no other decision is made, the order is valid and binding.
Close supervision by the municipality and the district
Copies of the order were also sent to the Haifa Municipality – including the veterinary, business licensing and sanitation departments – and the Jerusalem Ministry of Health. Municipality officials say they are taking the findings seriously and are working to increase supervision of similar businesses.

They are not the only ones. Many in the food and catering sectors are unfit to sell and market to the public. Criticism must be increased until we reach the levels practiced in Western Europe and the US.
Why is the Ministry of Health waiting until customer complaints about stomach upset from eating at restaurants or fish and meat from fishmongers that are found in extremely poor hygienic conditions, and why aren't they punishing the business owner?
