It is an exceptional and particularly serious case, in which residents of a building on HaBula Street in the Neve Sha'anan neighborhood in Haifa have long suffered from compulsive hoarding, animal neglect, and covert violence – all while the authorities are completely helpless.

Sasson Mousai, a resident of the building, describes a life of prolonged suffering: "It's no longer a neighborly conflict — it's daily hell. Neglect, dirt, constant fear of the dog, and the authorities do nothing."

He says that over a year ago, one of the neighbors in the building began collecting trash, cartons and whatever else she could find — carts, sacks, boxes — and is filling the stairs, the entrance to the building and even the common areas with them. "The building has become a dump," he says painfully. "You can't walk through, you can't invite guests. The shame, the smell, the filth — everything is unbearable."

But that's not the end of the story. According to Musaei, the neighbor has a dog that is kept in difficult conditions: tied up for long hours, neglected, barks incessantly and sometimes even tries to attack. "The dog is not to blame," he emphasizes. "It is neglected and scared, and therefore reacts violently. She uses it to scare us — it has become a tool of threat."

The entrance to the neighbor's house is full of trash and things being stored, and a dog is tied up.

Musaei says he repeatedly contacted the municipal hotline, filed complaints with the police, and even contacted welfare officials – but to no avail. "There is no response, no treatment. Nothing is moving. We feel abandoned," he says in frustration.

The situation, he says, is getting worse. "Our lives are not lives. It starts with neglect and becomes a safety and health threat. Who will be responsible when a disaster happens?"

The story raises difficult questions: Where are the authorities? Why is there no comprehensive treatment, when it is clear that this is a complex case of compulsive hoarding and animal abuse? And how is it possible that neighbors remain helpless in the face of such a difficult reality?

A case that ended in tragedy

The current case is reminiscent of another that occurred a few years ago on Yalga Street in the city - when a compulsive hoarder, neglected by the authorities, found himself dead when he tried to enter his house through a window, after he was no longer able to get through the door due to the accumulation of belongings.

An illness that requires treatment—not ignoring it

It is important to note: Compulsive hoarding is a recognized mental disorder, and it requires a complex therapeutic response — both on a personal and community level. Without professional guidance, the situation may worsen and harm not only the person suffering from the disorder, but also those around them.

Now the building's residents are requesting systemic assistance that will include intervention by welfare authorities, law enforcement by the police and municipal supervision, as well as appropriate care for the dog, which itself suffers from neglect.

"It is impossible that in 2025 people will continue to live in such conditions, without anyone intervening," concludes Mousai. "Someone must take responsibility — before another disaster happens here."
