A police force of idlers.
All the drug stations, every third grader knows where and who operates them. Thank God the police have "cracked" the barrier. Real geniuses. Walk around the city for a day with cash in Haifa and ask the drug dealers where you'll end the day with all kinds of drugs and a rocket launcher.
The police don't think about the citizens. They close places of business and don't worry about an alternative. That's how prices go up.
