"It's time to clean up Talpiot" - a proposal for a settlement calls for a revolution in Haifa's historic market

(live here) – Talpiot Market, the beating heart of the Hadar neighborhood, has in recent years become a symbol of the struggle between hope for renewal and the reality of deep neglect. Now, the "Connected to Haifa, Our Home" faction is submitting a motion for order that calls for a comprehensive rehabilitation of the area, and nothing less, for a revolution.

According to the proposal, submitted by Tatiana John, attorney Yaakov Borovsky and Artyom Kharchenko, the situation on the ground has become unbearable. Dirt, filth, violence, drug trafficking, street prostitution and the constant presence of street dwellers, all of which create an intimidating atmosphere that harms residents, local businesses and the many initiatives that seek to turn Talpiot into an urban tourism and cultural hub.

"Residents are crying out, businesses are collapsing, and the city is not doing enough to change the situation," the proposal reads. "People have invested their money, time, and heart – but the reality is discouraging."

At the center of the proposal, faction members demand a comprehensive plan for cleaning up Talpiot, with prominent sections including:

  • Appointment of a municipal project manager to manage field activities.
  • Activating a dedicated presence force – made up of police officers, inspectors, and volunteers – that will deal harshly with street harassment, including removing criminal elements from the area.
  • Allocation of resources from the security levy funds for the purpose of reinforcing security forces, security cameras, payments to paid police officers, and additional technological means.
  • Strengthening the involvement of the Welfare Department in treating street dwellers, drug addicts, and women in prostitution – not only in removing them from the area, but also in finding rehabilitative solutions.
  • Establishing a municipal oversight task force that will manage the operation in real time and monitor progress.
  • Definition of clear schedules and areas of responsibility.
  • And the declaration of Talpiot as an "excluded area" – a special area that requires focused treatment until further notice.

According to faction members, the region does not need more committees. "We need action. We need presence. We need to restore confidence and respect to the residents, and make the residents want to return to Talpiot – not just as a nostalgic memory but as a vibrant, clean and respectful destination."

The historic market, built in the 30s and considered one of Haifa's architectural gems, has attracted entrepreneurs, restaurateurs and artists who dream of change over the past decade. But this dream cannot come true as long as the streets are filled with fear and filth.

The proposal will be brought up for discussion by the City Council soon – and if accepted, it could be a turning point in the history of the market and perhaps also in the entire Hadar neighborhood.
