Rabbi Ginzburg was born in Bnei Brak to his father, Rabbi Shalom Yehuda Leib Ginzburg, and his mother, Mrs. Golda. In his youth, he studied at the Tomchei Temimim Yeshiva located in Kfar Chabad, and later went to study at the central "Tomchei Temimim" Yeshiva in the Rebbe's courtyard in 770 in the United States, as part of the "Kavutza" year.

After his marriage to his wife, Mrs. Hannah, daughter of Rabbi Aharon Mordechai Silberstrom of Jerusalem, he was asked by Rabbi Jeremiah Yehuda Leib Schildkreutz to come and act as the Rebbe's emissary in the city of Haifa, and after receiving the Rebbe's consent and blessing, he arrived in the city of Haifa.

His main activity began with the foundation of a Chabad house in the Hadar Carmel neighborhood, and after six months he also established his residence in Kiryat Sprinzak. He was appointed rabbi of the "Heichal Hana" synagogue in the neighborhood. At the same time, he continued to serve as the Rebbe's emissary in the Hadar neighborhood and the director of Chabad activity in the entire city for many years.
