(Haifa) – Workers at the Pel Yam windows complex in Haifa are dealing with daily hardship, but no one seems to be taking responsibility. “Everyone is abdicating responsibility – and the situation is only getting worse.”
The office complex in Haifa, which houses many offices, including the Office of the General Guardian, is supposed to serve as an organized space for professional activities and services to citizens, but the reality that has been imposed on employees and visitors in recent weeks is far from reasonable.
One woman, homeless and in a poor mental state, frequents the place repeatedly. She relieves herself in the passageways, acts violently, and even physically harms people there. The situation creates fear, uncertainty, and ongoing embarrassment.

"This is a poor woman, destitute. But she also endangers others," says Amir Yaakov, CEO of Windows Pl Yam. "This situation has been going on for a long time, we have contacted every possible body. We have spoken to the General Guardianship Office, we have jointly issued a restraining order, we have called the police - but she keeps coming back. The police take her away to the nearby traffic light, and she is back in the building within minutes. There is simply no solution."
Ostensibly, the case was supposed to receive systemic treatment that combines social services, the police, and the guardians. But Yaakov says that in practice, each party points to another: the guardians claim that they are responsible only for property, while the Ministry of Social Affairs claims that the woman is "not known to them" and is not being treated by the system. The result is zero responsibility, zero solution, and a general sense of despair.
Workers in the building report a sense of fear and a complete loss of trust in the authorities. "You never know when she'll break out, when she'll hit, when she'll undress or dirty the place," says a worker in a nearby office. "It's not just a nuisance, it's a danger. She's also miserable herself, but no one is protecting her or us."
This case is not just a personal story about a woman in distress. It is a story about a system that refuses to see the transparent person, and no less the damage it causes to society. If there is no body capable of caring for a helpless person, who endangers himself and his environment, how can we believe that there is a functioning system here?

What do you expect the hospice to do? The VAT ignores it, and she has biological needs like any of us. What does 'unknown to the system' mean? That welfare will start moving and recognizing her. That's what they exist for.
