(live here) – The District Planning and Building Subcommittee approved a new and significant plan for the Grand Canyon area on Monday, April 7, 4, that will change the face of the area. The plan proposes a change in the zoning of land in an existing industrial and commercial area, transforming it into a "mixed-use area," which will include commerce, employment, hotels, public buildings, health facilities, sports, education, and more.
The construction of the Grand Canyon began in 1996 at the initiative of businessman Gad Zeevi, through the company "M.K.H. Haifa Shopping Center Ltd." The mall opened in August 1999. In 2005, British Israel acquired half of the ownership of the mall, and in 2012, control of it passed to Melisron, controlled by Liora Ofer, after it acquired British Israel and Zeevi's share. A significant improvement in access to the mall was achieved with the opening of the Ruppin Interchange and the Carmel Tunnels in 2010. That year, the mall was estimated to be worth about NIS 600 billion, with about 220 visitors per month and about XNUMX stores.
This is one of the major moves in recent years in this area of the city, aimed at adding a variety of uses, expanding building rights, and enabling the advancement of extensive urban projects. According to the plan, a residential tower will be built up to 30 stories high. The ground floors will be allocated to commercial spaces with a total area of approximately 3,000 square meters. This tower will also include underground parking and spacious employment areas. The tower will be built on an area of approximately 300 dunams, and will rise to a height of approximately 236.35 meters above sea level.
In addition, a hotel building will be constructed on the roof of the existing mall, 4-5 stories high, which will contain approximately 160 rooms, with the option of expanding in the future to up to 200 rooms in a total area of approximately 17,000 square meters.
Changing the purpose and expanding the possibilities of use
The plan includes changing the land designation from "commercial zone" to "mixed-use zone," and adds the possibility of additional diverse uses: residences, public services, employment, and hotels. In addition, clear instructions have been set regarding construction - saturated construction up to 30 stories high, while preserving the skyline and adapting to the height of the surrounding buildings, including the Grand Canyon shopping center.
Comparison to existing structures
The new tower will be about 12 meters taller than the current tallest building in the area – the Mall Tower (224.5 m). Compared to its neighbors – the Gan Dor Tower (210 m high), the Gan Yulia Building (210 m high) and the Gan Yulia Synagogue (224 m) – this is a building that will stand out in the landscape, but is not expected to cause environmental damage or damage to the open landscape, according to the plan analysis.
In addition, the plan states that priority will be given to strengthening the border between the employment area and the adjacent residential area, while incorporating elements of pleasant and accessible urban design, as well as paths, green lungs, and open public spaces.
Currently, the plan does not include a detailed design plan. However, the local committee has determined that a specific design plan will need to be approved later, in order to complete the planning and examine the landscape impacts. The development plan reflects Haifa’s urban renewal and smart density trend. It aims to create a mixed, dynamic and efficient environment, combining employment, commerce, tourism and public services – instead of an old and outdated industrial area.
