(haipo) – The City Council approved by a majority vote this evening (Tuesday, 4/2/25), the municipal bylaw for the duty of security (security services), which is intended to strengthen the security and guard system in the city.
22 council members voted in favor of the law, 5 voted against. The council members who voted in favor of approving the law stated that they were doing so with a heavy heart and only out of duress.
The municipality's CEO, Gadi Margalit, emphasized during the discussion that the mayor tried in every way to budget the project, but since he was unable to do so, there was no choice but to impose the burden of budgeting the project on the residents through the bylaw for the maintenance levy.

As a reminder, in an article published in Haifa on the subject (3/2/25), it was noted that the levy rate set is 2.32 shekels per square meter built per year, for three years, until December 19, 2028. This means that the owner of a 100 square meter apartment will have to pay approximately 232 shekels per year for the security levy, in addition to all other municipal and state expenses. 90 assistant inspectors – who will patrol throughout the city and form an auxiliary force for municipal policing.
The levy is for 6 shift managers – who will supervise the activities of the security system, 8 patrol vehicles – which will be transported throughout the city in order to provide a quick response to unusual events, a 4×4 vehicle – for use in complex terrain conditions, 10 motorcycles – which will enable a quick response in urgent cases, an additional budget for securing urban events, 3 night shift dispatchers – who will operate the urban dispatch center, depreciation and overhead expenses – for the maintenance of the equipment and associated services.

Why do we need a budget for the 6th of May? Municipal events are already budgeted for through property taxes. It's a real robbery under the auspices of regulations. Instead of reducing the number of municipal officials and reducing salaries a little as is done in private companies, it's easier to put your hand in the pocket of the residents.
