30 million shekels approved for Haifa escalator project – but details of the plan are vague

(haipo) – The Haifa Municipality has approved a budget of 30 million shekels for the city’s escalator project, but the full details of the plan remain vague. Is this a well-thought-out move, or a decision made too soon, especially in a time of economic uncertainty?

The escalator project, which was presented as part of the transportation master plan about five years ago, is intended to improve accessibility and connectivity between different areas of the city, especially in areas with significant elevation differences. The idea behind it is to complement the city's existing public transportation network, which includes buses, the Carmelit, metros, cable cars, and bike paths. According to the original plan, the escalators are supposed to connect important hubs such as the lower city, Hadar, and the Carmel Center, as well as other neighborhoods and commercial hubs. Among the proposed locations:

Connection between the Carmel Center and the Hadar neighborhood. Connection between Shabtai Levi Street and the Wadi Nisnas neighborhood. Connection between Al Khayam Street and Ma'ale Ha'Shu'ar and Kiryat HaMal'am. Creating a connection between Talpiot Market and Herzl Street and Wadi Salib. And a connection between HaGalil Street and Nativ Chen Street.

In countries such as Spain, Hong Kong, Portugal and China, similar projects have proven to be a vital factor in improving urban accessibility and have even contributed to urban renewal and an increase in local entrepreneurship. However, the decision to undertake a project of this scale in Haifa and Israel at this time raises many questions.

Budget without a defined plan

Despite the approved budget, the details of the plan are unclear. We contacted the Haifa Municipality to ask whether there was an updated plan for the project, timetables or priorities, but no answers were received. The municipality referred us to the “Yefa Nof” company, which is responsible for the project, but they also said that there were no additional details to update at this time.

The key question is how to allocate budget for a project when the details of the plan are unknown. Is the move intended to continue the original master plan, or is it a new plan that is not made public? Without complete information, there remains doubt about the ability to execute the project and ensure that it meets the goals set for it.

Is now the right time?

The war period and the accompanying economic crisis led to cuts in many areas, and in this reality, the question arises whether investing 30 million shekels in such a project is the right choice at this stage. Many believe that more urgent issues should be prioritized.

At the same time, there are also those who believe that investing in transportation infrastructure, and in particular in innovative projects such as escalators, could help the city recover and attract future investment. If the plan is implemented as planned, it could become a successful model for improving the quality of life in the city.

The Haifa Municipality informed Haifa: "Yaffe Nof is managing the project."
The Yaffe company has not yet responded.

    Return the money you cut to all the important and real goals, such as closing the deficit of the Social Security Administration and corporations that were damaged in the war.
    C. Instead of escalators from nowhere to nowhere, it is advisable to promote renovation of the existing staircases, some of which are broken, dark at night, lack handrails or are narrow and uncomfortable, at a cost of several million shekels.
    D. Those who want to promote the connection between neighborhoods should ensure more convenient and fast bus lines between them.
