The Haifa Municipality is joining approximately 140 local authorities across the country in strengthening the personal security of its residents. As part of an agreement reached between the municipality and the Ministry of the Interior and the Ministry of National Security, and with the support of the Israel Police, the municipality will establish a new municipal policing unit that will include approximately 30 police officers and approximately 90 new municipal inspectors who will be specifically trained for the role.
As part of the move, 12 new police cars, 10 motorcycles and approximately 300 new security cameras will be added to the municipal security system each year, which will be integrated into the existing system. The establishment and operation of the unit are subject to approval of the move by the City Council.
More presence, more safety
The new unit will work to increase the presence of police officers and inspectors throughout the city, with an emphasis on proactive patrols, increased visibility in public spaces, and closer supervision in sensitive areas, including residential neighborhoods, entertainment centers, commercial complexes, parks, and beaches. The goal of the move is to provide residents with a greater sense of security and a faster and more effective response to unusual events and public inquiries.
The decision to establish the unit was made after extensive staff work by a dedicated committee headed by retired NTC commander Amir Goldstein, former commander of the Haifa station, and David Luria, a representative of the municipal administration. The committee examined the issue for several months and recommended upgrading the city's personal security system.
The new unit will be financed through a municipal security levy of 2.32 NIS per square meter per year – one of the lowest rates in the country. For example, a family living in a 100 square meter apartment will pay a little more than half a shekel per day. The levy will be collected from all city residents and business owners, similar to property taxes.
Personal safety is a top priority

Mayor Yona Yahav, commented on the establishment of the unit and said: "The issue of personal security is one of the main issues that is at the forefront of our minds, out of a true sense of obligation to provide the city's residents with maximum security. The addition of police officers and assisting inspectors will allow us to significantly strengthen the municipal security system and provide better security to all city residents - to the elderly walking the streets, to the girls going out in the evening, and to the local business owners, for whom this is their source of income. Investing in personal security will directly affect the improvement of the quality of life of all city residents."
What next?
After approval by the City Council, the municipality will begin implementing the plan, and is expected to activate the new policing system in the coming months.
