They continue to tweet about the law: why do drivers in Haifa park on sidewalks despite the danger to pedestrians?

(haipo) - The phenomenon of parking on sidewalks in Haifa continues to worsen, despite the municipality's commitment to increased enforcement that was announced as early as June 2024. Frustrated residents describe a daily reality in which sidewalks throughout the city are repeatedly blocked, day and night, and a growing sense of helplessness in the face of the real danger posed to pedestrians.

Inquiries and photos continue to flow into the live system here, documenting vehicles blocking sidewalks and preventing safe passage for pedestrians. Disabled people in wheelchairs are forced to go down the road, and mothers with baby carriages find themselves in the same situation, sometimes with other children. "I don't understand how we can be abandoned in this way," says the resident of the city, a mother of two. "Going down the road with a stroller and children is a matter of life and death."

Elderly people pulling shopping carts, people with disabilities who make great efforts to lead independent lives, mothers with strollers, all, without exception, encounter blocked sidewalks and are forced to cross them in ways that endanger their lives. The purpose of the sidewalk is to serve as a safe place for pedestrians, and this is what has been taken away from them, without any consideration.

Despite the municipality's claim of strict enforcement - as stated in one of the previous articles - the situation on the ground is different. "If there was really enforcement, no one would dare to park like that," says a resident of the city who sent us photos of vehicles on sidewalks from different areas of the city. "The municipality spreads slogans, but in practice enforcement is lax and the criminals continue to flout the laws."

The parking problem is not an excuse

The parking plight in Haifa is nothing new, and often it is indeed a complex task to find a free parking space, but it is clear that this does not justify committing crimes against the law, especially when they endanger lives. "That's just rude!" A woman who passes by a car parked on the sidewalk filters angrily, "The comfort of the drivers does not justify the risk of everyone who passes by here," she says and continues on her way.

When will the promise of significant enforcement be realized? Is a disaster required for the authorities to act? We emphasize that parking on sidewalks is not only a violation of the law, but a serious violation of the basic rights of pedestrians. It is time to put an end to this dangerous phenomenon, before the next disaster occurs.

The Haifa Municipality informed Haifa: "Haifa Municipality has increased enforcement activity throughout the city, against serious parking offenses that endanger road traffic and pedestrians. In this framework, enforcement has been increased, among other things, against full parking on sidewalks. This is in addition to enforcement against offenses such as parking at bus stops, blocking disabled parking and private parking lots and parking in squares and traffic islands. At the same time, it is not possible to place an inspector on every street in the city and therefore The enforcement against the specified offenses is also based on inquiries received at the municipal hotline, where every inquiry on the subject receives a response."

  1. If you build the sidewalks high and with separation poles, you don't climb them.
It also has an important security consideration to prevent trampling attacks near pedestrian concentrations on the sidewalks
Please bring up the issue again and again at city council meetings.
This will also contribute to the prevention of traffic jams because every vehicle that gets on the sidewalk also tries to get down to the road slowly and this creates traffic jams

  2. Unfortunately, it turns out that the current municipality is similar to the previous one: paka - paka without enforcement and without caring for the citizens. Parking on sidewalks in the lower city - a problem, sidewalks/roads are dangerously dilapidated, noise from entertainment venues, dirty sidewalks. In short, an underground city that is a squealing pigsty. The main thing is spectacular plans for the development of the waterfront. shame!!!

  3. I wonder if the complainants have private parking. What will a person do who has lived there for decades and the parking is only decreasing. Where will we put the car?
The municipality gave large parking spaces for new buildings and of course parking spaces for simulated disabled people

    • Will sell the car or move. I don't park my couch in the middle of the road, and there's no reason for you to put your private property on the public sidewalk, certainly not in a way that requires pedestrians to step onto the road and take a risk. If the neighborhood has changed and you no longer have a place to park, you can rent a private parking lot, pay for a parking lot, park further away, or sell the car and get by with public transportation. Anyway, you bought a car and finding parking is your problem, not ours.

    • Roy Ashkenazi, don't forget what they did to your grandparents in Europe and how they treated them, before you come and rage against citizens

  4. Maybe instead of hearing only the complaints of the pedestrians, you will also hear the complaints of the drivers... there is a crazy parking shortage and before the municipality gives a report, first take care of parking for the residents. We won't go to sleep in the car with the kids right... a smart driver leaves room to pass... and we demand the driver protection law...
To be able to park on the sidewalk... if there is room to pass... that is a little more important. Sometimes a driver comes back with a lot of shopping and he lives in an area with no parking and he parks on the sidewalk and leaves enough room to pass and in addition receives reports.. Enough of this suffering.. The drivers are not lazy..if. There was a place in 50 meters to the store, he would park, only the problem is that there is no such thing either... and for one grumpy woman or another, the drivers receive reports.

  5. Why park on the sidewalks? This is not the right question.
Why are there no parking spaces?!?!?!?!?!?! This is the right question. In my estimation, there is roughly (and according to the staff, an underestimation) 50% of areas on which additional parking can be established without harming the pedestrians. not happening 20 minute parking takes up legitimate parking spaces where new parking spaces will be established, designated for this purpose.
Stop crying that people park on the sidewalks as long as they don't worry about additional parking spaces for the vehicles.
They would take care of enough parking spaces, and what a stretch, they would not park on the sidewalk.

    • You're right, every word is correct... take care of parking... and don't give reports to those who park on the sidewalk, especially if they left room to pass

    • לא נכון
As someone who is socially active in wig salons, it is not true. I called 196 many times and they did not come. I am the owner of a wig salon regardless of religion at 26 Arlozorov St. Vahanan and they did not come.
      This is not true
Want to take advantage of the sale?

  6. In my opinion, we must go back to the towing method and then they will pay for each such parking will amount to 1000 NIS, they will count twice

  7. As soon as you report to 106, within 10 minutes an inspector arrives and gives a report of NIS 500. The blame for the garbage drivers is not burning.

  8. There are houses in Haifa that have no choice and park on the sidewalk, but there is parking and there is parking. If you park with two wheels on the sidewalk and two on the road in such a way that you can cross the sidewalk safely, then everyone is happy.

  9. Confiscation of the vehicle for anyone who does this. A perfect solution. Come on, let someone in the Knesset pass it... Oh no, it will really improve the lives of the Israelis, so what for....

  10. The diligent inspectors of the Haifa municipality come like thieves at night to the beaches and write reports to everyone who parks between 02.00 and 4.00. There they are in masks and the enforcement is super nosy. Half a kilometer from Mandarin Beach, they park on non-moving sidewalks and there is no enforcement.

  11. High-rise parking lots should be built like in many developed countries. We must provide an alternative to the parking crisis. Milking the drivers and not responding to their hardships!

  12. intolerable situation.
On the one hand, there is a severe parking shortage.. Every family today has 2-3 cars and there are not enough parking spaces..
On the other hand, I go for a walk with a stroller and find myself half of the trip on the road because cars are parked on the sidewalk.
And God forbid you dare to wake someone up..

  13. It's time to paint blue and white.
Parking tickets for street residents. One parking ticket per apartment. All others will be fined.
There are people with two or three cars per apartment...those who have one car are affected.
My sister on HaGil Street with one car in her apartment was fined thousands of shekels while in her building there are apartments (some illegally split) with three and four cars.... It's time to change....

    • Enforcement is selective. The inspectors from the sector do not write reports in areas where there are many moths of the sector. See the entire length of Allenby Merah Dror to the Maritime Museum. See the beginning of Stella Maris Street where double parking lots are parked every night at the end of the street.

  14. As in Paris and London, put sticks along the sidewalks to prevent vehicles from going up.
There is no choice, it's a total nuisance to block sidewalks, and even more so at night when it's so dangerous to hit the road to overtake because pedestrians don't have headlights.
Where is the shocking and disgusting municipality of Haifa? You will immediately put sticks and barriers that will prevent vehicles from going onto the sidewalks

    • All disabled permits should be canceled.
Those who are disabled to the point that it is really difficult for them to walk and get around do not need to drive, they need a shuttle service
which can be organized like a bag-bag service that collects from home and drops off where needed.
No severely disabled person needs a private car to drive. If he is fit to drive, he is not disabled.
This is the truth they don't want to tell. Those who need a disabled parking ticket should not be on the road at all
The disabled parking spaces should be for disabled vehicles and taxis and not for private vehicles

    • The vehicle is not disabled. The problem is that this is how it is treated. A complete slave travels with a disabled ticket when the disabled person at all leaves at home at best or in sheltered housing. And I saw some who even passed away and the family continues to use it as if nothing happened.

  15. The film festival is starting soon, expect a celebration of parking on roads, traffic circles and sidewalks in the area of the nearby streets, Keller, Cypress, Sderot Yitzhak, Lotus, Zafaririm, Heine, Wolfson... Don't the Haifa municipality know this? Are you waiting for her at the center?
Every year there is a danger to traffic in the area during the days and evenings of the festival, not to mention the routine in Haifa...

  16. The municipality's response, as usual, is disappointing:
Inspection and enforcement vehicles drive city vehicles, and when they "encounter" a vehicle parked on the road in front of them, they simply overtake it and continue on. The same when it comes to the car parked on the sidewalk - nothing is done.
There are streets in Haifa as usual, the travel lanes and sidewalks are blocked by drivers who think only of themselves / too lazy to walk 10 meters to their destination, and the municipality's response is "enforcement only by call", which is simply a joke. You expect a ten-year-old child who walks alone and needs to get off For the road to call 106? Or for a parent to call 106 instead of taking care of a stroller or a three-year-old child who walks next to him or not Will burst into the road, because the sidewalk is blocked?
The only enforcement that exists is a car parked in blue and white without a pango/selopark, or a pet dog that is let loose in an unofficial garden or walks next to the owner without a leash... all these things that in practice do not endanger anyone's life and disrupt traffic on the streets.

    • The residents will eventually take the law into their own hands and in the morning the driver who blocked a pedestrian sidewalk will discover that they climbed over his vehicle.
It also won't hurt to leave a lot of mud like they leave mud on the pavement when a car drives up on it
