Residents of Yochaved and Abigail Streets, adjacent to Shimshon Street in Haifa, were surprised to discover this week that five applications were submitted for TMA 38 projects in their neighborhood. The applications include significant deviations from the policy document of TMA 38, and may seriously affect the unique character of Wadi Ehud - Yochaved, Wadi is narrow and environmentally sensitive. Residents warn that any damage to the Huadi territories could lead to the destruction of the natural space and serious damage to the quality of life of the local community, which enjoys the green areas and the natural landscape of the area.

Changes to the permit policy

Starting from January 2025, changes are expected in the permit policy for TMA 38, which will not include the extensive concessions that are used today. According to the residents, the applications for the projects were deliberately submitted at this stage, with the aim of having time to benefit from the existing concessions, before the new regulations come into force and "the tap is turned off".

The residents of the neighborhood express serious concern about the construction plans submitted for their residential complex. According to them, the narrow streets in the neighborhood are already facing a parking shortage and heavy traffic congestion, and adding new projects will worsen the situation significantly. Most of the requests for projects border the wadi, and the residents warn that the proposed construction will cause serious damage to their quality of life and the ecological system of the area. They also add that the problem on Yochaved and Abigail streets is part of a wider phenomenon, which also affects nearby streets such as Shaar HaGai, Ehud, Yotam and Samson.

"We will have to park in Sefer Square"

"Yochabad Street is a one-sided and narrow street, which includes 20 three-story buildings with tiled roofs," describes one of the residents of the neighborhood. "Abigail Street connects to it, a very narrow two-way street with no exit." According to her, the neighborhood was originally planned similar to Ehud Street, which is also single-sided, with three-story buildings and tiled roofs surrounding a public garden. Yochaved and Ehud streets are located on the edge of Wadi, and in their center is a public garden used by the community. All the streets drain to Yotam Street, where several projects have been built in recent years as part of TMA 38, which has resulted in a significant change in the character of the area.

This week, applications were submitted for the construction of five additional projects on Abigail and Yochaved streets, including one project between Yotam and Yochaved streets, which joins four new projects in the area that have not yet been populated. Already today, old and new residents on Shimshon and Yotem streets are also forced to park on the narrow Yochaved and Abigail streets, which creates heavy parking congestion. If the five new projects are approved, a situation is expected in which the residents of Yochaved and Abigail streets will not be able to find parking near their homes and will be forced to park at great distances. The problem is further exacerbated by the blocking of the sidewalks by parked vehicles. "Our streets will not be able to accommodate another 100 families," the residents claim.

'The reason we chose to live here'

The resident of the street states: "Yochabad Street is a mostly flat street, and the vegetation between the buildings contributes a lot to its visibility and the privacy of the residents. If five huge concrete buildings are built here, it will completely destroy the color of the street, and in addition, the damage to the sunlight will significantly damage the houses, the vegetation and the animals in Wadi."

Regarding the parking plight, she adds: "Yochabad and Abigail streets currently fail to provide parking for all residents, and there are buildings where the tenants do not have private parking spaces. During a tenants' meeting held this week, it was mentioned that the new construction could damage the existing parking spaces on the streets, which could lead to additional parking problems. This situation may cause other buildings to turn to the solution of TAMA 38 in order to establish additional parking lots at a reasonable distance. Damage to the quality of life of the residents

"The parking problem is not the only problem, we also suffer from traffic congestion and are afraid of destroying the character of the neighborhood," says the resident of the street. "During rush hour, the exit from Yochaved Street, which is not signposted, onto a main road (Yotam), is very problematic. The traffic jams already start on Ehud and Shaar HaGai streets, so in some cases, if you come from Ehud Street, you can wait 40 minutes just to get out of the neighborhood. The question is What will the situation look like when the number of tenants doubles or triples, and will the traffic loads and infrastructure withstand this, while maintaining the residents' quality of life."

Special regulations for special areas

"What we are asking from the municipality and the planning department is to hold a meeting and examine the neighborhood as a unique and old settlement, and not as a transit route," says one of the residents. "Youchaved and Abigail streets are very communal - everyone knows everyone, we have an active WhatsApp group where you can always get help when you need it, we have a community library, stalls for children, and centralized shopping from farmers. We also hold a toast during the holidays, and we are very afraid of what might happen to everyone this."

"We examined the municipal policy document for TMA 38 requests from 2020," she adds, "and we found that there are 'special' areas such as Shambor, the red roofs in Neve Shanan, Haina Street and the old Carmel, which have their own regulations to maintain their special value. We attach great importance to maintaining the quality of life of the residents and maintaining the values ​​of the landscape and urban nature in the old neighborhoods of the city, including Abigail, Yochaved Ehud streets and the surrounding area. Accordingly, every construction request is examined very carefully, taking into account all the claims raised by the residents. In addition, the municipality is working in cooperation with the Directorate for Governmental Renewal to prepare a building renewal plan designed to replace TAMA 38 after its expiration.
