Complaints about transportation in special education in Haifa: "We feel that they are trying to exhaust us"

(haipo) - Parents of children in the educational system in Haifa tell painfully about the many problems that accompany the transportation services to the educational institutions. According to them, the transportation is regularly late, which causes their children to be late for kindergarten and school - and at the same time also affects their own schedules, since they are forced to be late for their work. Beyond that, the parents describe a frustrating feeling of lack of response from the municipality.

"We try again and again to contact the municipality to find a solution, but the feeling is that they are trying to exhaust us, make us give up and stop trying," shares one of the mothers. She adds sadly: "Even so, parenting is full of challenges, and now I also have to deal with my daughter's transportation problems every morning."

The shuttle is late for the opening time of the kindergarten - regularly

"My son arrives on a shuttle to kindergarten," says one of the mothers painfully, "but because one driver is responsible for two shuttles in the morning, our shuttle leaves second. So it turns out that she leaves Carmel French at 7:35, and arrives to us only after 8:00. She arrives at the garden itself at 8:15, when it is already too late. Kindergarten opens at 7:30, and I've been reporting this since the beginning of the year - but nothing changes. My son has important therapy that starts at 8:00, and he is late for both therapy and kindergarten. I just want him to arrive on time, before the treatments start.

I am a mother of two sons. My oldest son is in school, and I have to get him there by 8:00. To get by, I have to rely on my 83-year-old father. He stays at home with my younger son until the shuttle arrives, while I go out earlier with the older son. It's exhausting and frustrating.

I contacted the municipality again and again since the beginning of the year, I talked to everyone I could. At first the shuttle arrived at the kindergarten at 8:05, and even then they told me they had no intention of handling it. Now, after adding a child to the shuttle, the children arrive at 8:15. I work far from home, and I can't stay and wait for a ride. All this just to allow one driver to make two shuttles. If the kindergarten opens at 7:30, there is no reason for my son to be picked up after 8:00.

There are parents who wrote letters and managed to change the transportation time, and I am debating whether to go that route as well. Some parents drive their children to kindergarten alone because they are tired of fighting. Others, like me , are forced to use relatives.

But why? After all, there are clear rules regarding transportation.

It's a problem that worries a lot of parents, and it doesn't make sense that we should have to fight over something so basic."

"My daughter, who has a very severe disability, travels from home to school every morning. Her schedule starts at 8:00, but the shuttle would only come to us between 8:30 and 9:00. For weeks, I talked over and over with the person in charge of the transportation , but in the mornings they didn't answer me at all. That's how it went on until two weeks ago.

I turned further, and finally the owner of the shuttle company called me. He asked her to be patient, claiming that there was a problem with the attendants, but I understood that this was not true. For two months I didn't leave the phone every morning, but at some point I got fed up. Now the shuttle comes at 8:20 - a slight improvement, but still too late.

The frame my daughter is in also contacted the transportation company, but that didn't solve the problem. Until today they are supposed to arrive at 7:50, and it just doesn't happen. My work is greatly affected, because I am regularly late, and all this is added to the emotional and physical burden that is accompanied by raising a girl with special needs anyway. I have so much energy that is wasted on medical matters, and taking care of the transportation problems drains me of strength that I don't have.

It has gotten to the point where I find myself getting angry every morning. My daughter finds it very difficult to sit and wait for the bus - sometimes it's half an hour, sometimes even three quarters of an hour. I would have expected the lender to alert me to the problem, but it doesn't. Instead, I get answers that have nothing to do with them. The shuttle company promised a schedule, but they just don't stick to it. It's unbearable."

Mother of a child in kindergarten: Every morning we wait outside for 20-25 minutes

A mother of a child in kindergarten shares her daily frustration from dealing with transportation problems:
"At the beginning of the year, the shuttle would arrive at 7:40 or 7:45, and this meant that my son arrived at kindergarten after 8:00, even though the kindergarten opened at 7:30. I wrote a letter to try to change that, and fortunately they were able to arrange the But the problems are not over.

Later we were told that the shuttle would arrive at 7:00, but in practice it only arrived each time at 7:20 or 7:25. I am the mother of another one and a half year old girl, and every day we go outside to wait - 20 or even 25 minutes - in the cold, in the rain, or under alarms. All this with two small children and bags in hand, and all because the assistant does not agree to let me know when the shuttle is coming.

I live in an H-shaped street, with several entrances to the building. They asked me to go to a more distant entrance, even though it's not convenient for me at all. I asked for the shuttle to go to the parking lot near my house, which is more convenient for me and the children. There is another child who is picked up from this parking lot, but still insists not to go there when it comes to us. They ignore my request, and are unwilling to come to a point that is convenient for me, even though it could make it much easier for us."

The mother ends up feeling helpless, having to deal not only with the complex logistics of busy mornings, but also with inflexibility and insensitivity on the part of the transportation system.

"My son studies at the Tschernihovsky school," says another mother in pain, "and the main problem is the constant delays of the transportation. I can understand that occasionally there are breakdowns - like a whole week when the main vehicle broke down, and the replacement vehicle had to make two rounds. I just don't understand how it can be that the transportation doesn't arrive on time, especially when it comes to children who need such a stable and clear framework."

"The shuttle hours change all the time, and it is impossible to know how to organize. There are days when we are informed that there is no driver at all, and we look for someone at the last minute. Our shuttle is very long anyway, and we got permission to drive through the tunnels to shorten the journey, but the driver simply refuses to drive there. Maybe he thinks the kids won't talk, but my high-functioning son tells me everything.
Even when I try to understand what is happening, there is no answer. The municipality does not answer phones or emails. If I want answers, I have to take a day off to go to the municipality myself, which is almost impossible for me.
In addition, the drivers change all the time, and we had a driver who yelled at the parents. In another case, a driver waited only two minutes because another mother was a little late, then just drove off, leaving her and her child standing on the sidewalk. This is not just inhumane behavior - it is a real danger.

What angers me the most is that our driver refuses to drive through the tunnels, even though we have permission to do so, and I don't understand why I have to fight for it. My son has a lot of trouble with long trips, and all of this is unnecessary. In addition, he told me that the driver takes a female hitchhiker every day for the ride, which should not happen.
We also don't know when to wake up the children in the morning, because there is no stability in the hours.

Sometimes the driver arrives too early, when the kids get to school before it opens, and then they don't have insurance. In other cases, they arrive too late and miss classes. I keep writing emails and calling, but no one answers.

It got to the point where many parents simply decided to drive the children by themselves, because it is no longer possible to deal with these endless problems. The transportation itself is illogical - its route is too long, and there is no supervision of what happens on it. We're just lost."
