The sub-committee of the local committee decided to recommend the approval of an evacuation-construction plan in the area of the gas station on Ha-Horsha Street, across from the "Tibi" cafe, while placing several caveats. At its meeting on Monday, December 9, 2024, the committee determined that it recommends to the district committee to deposit the plan, under which a residential building will be built in place of the gas station.
8 floors, 27 units
The proposed plan includes the evacuation of the gas station and the construction of an 8-story building from the direction of Hanasi Avenue and 9 stories from the direction of Ha-Horsha Street, which will include 27 housing units. In addition, a 3-story underground parking lot will be built. On the ground floor there will be an area designated for commerce facing President Boulevard. However, in the preliminary opinion of the district planning bureau, it was stated that the removal of the gas station may remove a nuisance from the neighborhood, but there is a concern regarding the number of floors of the building in relation to the regional outline plan and the size of the lot.
Do not damage the trees
The subcommittee of the local committee presented a number of reservations for the approval of the plan, one of which concerns the trees in the lot. There are a number of trees marked for conservation in the lot, but they are not mature trees. In case the trees are damaged during construction, the forest official will instruct how to plant replacement trees. In addition, a marking of the mature trees in the building annex will be required, including the required distance between them and the building. Also, the committee demands that about 5% of the building's surface be left free, in favor of percolation and the planting of additional trees.
Construction on the territory of a gas station?
The subcommittee also referred to the meaning of building on the territory of a gas station, and emphasized that in order to receive a permit from the Ministry of Environmental Protection, it is necessary to treat the land to the extent that it is contaminated as a result of the gas station's activity over the years. The committee stated that the condition for depositing the plan is to receive permission from the Ministry of Environmental Protection for a historical survey, a drilling plan and the results of the soil drilling. In case of soil contamination, the soil will go through a rehabilitation plot. In addition, in order to obtain a building permit, a solution for ventilating the commercial units up to the roof of the building must be presented. During the meeting, a number of technical changes that will need to take place as part of the plan, before it can be implemented, were discussed.
