Neve Shanan, Kiryat Shmuel and Ramat Eshkol.

However, in the Ramat Eshkol neighborhood, the horn was actually installed above a kindergarten building, to the dismay of the parents and the educational staff. According to them, the chosen location endangers the well-being of the children due to the high intensity of the horn, which reaches about 200 decibels - more than double the recommended standard of the Ministry of Environmental Protection, which stands at only 85 decibels above educational buildings.
The parents contacted the municipality and the education department in the municipality with a request to move the horn to another location. However, according to them, they did not respond, and the installation continued as planned. "The children in the kindergarten are already afraid of loud noises like motorbikes, so think what will happen when an alarm is activated with such power," shares one of the mothers. "We appealed to the municipality and even to the education department, but they simply ignored us. Every day the horn still doesn't work - I'm thankful for it."
The parents emphasized that they do not underestimate the need of residents in the neighborhood to hear the alarms, but oppose the chosen location. "There are other buildings in the neighborhood that can be used for this purpose, such as the community center, a shopping center or the synagogue," the mother explains. According to her, the Home Front Command representative even confirmed to them that the horn would indeed operate at a power of 200 decibels - something that, in their opinion, could make the children anxious and even trauma.
Despite multiple requests, including a letter from a lawyer, the parents remain frustrated by the neglect and feel that they have been given a fait accompli. Now, in an effort to minimize damage, one of the mothers is considering purchasing emergency earplugs for her children. "My son suffers from sensory regulation problems, and any loud noise stresses him out. We just want to protect our children," she concludes.
The letter from the parents of "Eshkol" and "Agoz" kindergartens was sent as mentioned, out of concern for possible damage to the children's souls. The parents, represented by a law firm, M. Following the determination of the Home Front Command, the representatives of the municipality and the PAKAR held a joint tour of the neighborhood in the framework of which the municipal buildings in the neighborhood were examined on which a horn can be installed in accordance with the installation requirements of the Home Front Command:
- The roof of the community center was inspected and found to be unsuitable.
- The roof of the synagogue is not an urban site and is not suitable for installing the horn.
- The roof of the kindergarten, which is a convenient urban structure for ongoing maintenance and is available, and therefore remains the only alternative for installing the horn.
It will be emphasized that the horn will be activated only when there is a warning for the sector where the neighborhood is located (Haifa - Neve Shanan Ramot Carmel) and hence its importance for the safety of the residents. The reasons for choosing the kindergarten were explained to the committee and the parents of the students who accepted the rationale behind choosing the location of the horn."
