A 200 decibel horn was installed above the kindergarten - the parents are frustrated and at a loss

(Hai Fe) - Haifa Municipality and the Home Front Command have completed the installation of three new horns in the neighborhoods:
Neve Shanan, Kiryat Shmuel and Ramat Eshkol.
In Ramat Eshkol, the horn was installed above a kindergarten, against the wishes of the parents and their pleas and requests to find another location.

The Haifa Municipality and the Home Front Command completed the installation of three new sirens in the neighborhoods of Neve Shanan, Kiryat Shmuel and Ramat Eshkol this weekend, following complaints from residents about difficulty hearing the alarms in the area. However, in the Ramat Eshkol neighborhood, the horn was actually installed above a kindergarten building, to the dismay of the parents and the educational staff. According to them, the chosen location endangers the well-being of the children due to the high intensity of the horn, which reaches about 200 decibels - more than double the recommended standard of the Ministry of Environmental Protection, which stands at only 85 decibels above educational buildings.

The parents contacted the municipality and the education department in the municipality with a request to move the horn to another location. However, according to them, they did not respond, and the installation continued as planned. "The children in the kindergarten are already afraid of loud noises like motorbikes, so think what will happen when an alarm is activated with such power," shares one of the mothers. "We appealed to the municipality and even to the education department, but they simply ignored us. Every day the horn still doesn't work - I'm thankful for it."

The parents emphasized that they do not underestimate the need of residents in the neighborhood to hear the alarms, but oppose the chosen location. "There are other buildings in the neighborhood that can be used for this purpose, such as the community center, a shopping center or the synagogue," the mother explains. According to her, the Home Front Command representative even confirmed to them that the horn would indeed operate at a power of 200 decibels - something that, in their opinion, could make the children anxious and even trauma.

Despite multiple requests, including a letter from a lawyer, the parents remain frustrated by the neglect and feel that they have been given a fait accompli. Now, in an effort to minimize damage, one of the mothers is considering purchasing emergency earplugs for her children. "My son suffers from sensory regulation problems, and any loud noise stresses him out. We just want to protect our children," she concludes.

Lawyer's letter

The letter from the parents of "Eshkol" and "Agoz" kindergartens was sent as mentioned, out of concern for possible damage to the children's souls. The parents, represented by a law firm, M. Carmel lawyers, request to cancel or delay the installation on the grounds that it is an unnecessary and even harmful act. They point out that there are other alarm solutions that can safely protect the children without the need for a horn directly above their heads, which could cause them mental damage and trauma due to the exposure to the noise of the alarms regularly

In the continuation of the letter, the parents ask to reconsider the decision and, if necessary, to allow them to go to court in this matter.

Haifa Municipality gave a response to Haifa: Horns were installed following inquiries from residents, who complained that they did not hear the alarms in their neighborhood. The references were examined by representatives of the Home Front Command, who determined that there was indeed a need to reinforce the horns on the spot.

Following the determination of the Home Front Command, the representatives of the municipality and the PAKAR held a joint tour of the neighborhood in the framework of which the municipal buildings in the neighborhood were examined on which a horn can be installed in accordance with the installation requirements of the Home Front Command:

  • The roof of the community center was inspected and found to be unsuitable.
  • The roof of the synagogue is not an urban site and is not suitable for installing the horn.
  • The roof of the kindergarten, which is a convenient urban structure for ongoing maintenance and is available, and therefore remains the only alternative for installing the horn.

It will be emphasized that the horn will be activated only when there is a warning for the sector where the neighborhood is located (Haifa - Neve Shanan Ramot Carmel) and hence its importance for the safety of the residents. The reasons for choosing the kindergarten were explained to the committee and the parents of the students who accepted the rationale behind choosing the location of the horn."

  1. It seems to me that the Haifa congregation has piled up difficulties and obstacles for those seeking a measure instead of helping. For years, many have lived without a measure. And they think that praying is enough. From personal experience

  2. There is a residential building nearby that was built by the Haifa municipality employees' royalty fund. What is the problem with installing the horn there?

  3. It doesn't make sense. 150 decibels is the sound of an airplane from a distance of 100 meters and you have to remember that it is a logarithmic scale meaning that each unit is 10 times

  4. very good No alarms are heard in the neighborhood at all.
that the parents stop complaining. It is not activated all the time.

  5. A closed municipality, who puts a loud horn on a kindergarten? Where is such a thing heard? Who thought of the idea? Someone who doesn't have kids of course. Surely there is another solution, you just have to put in a little effort, it sounds like they chose the easy option as always without thinking about the residents' well-being.

  6. Still above what is allowed above the building of an educational institution, the guideline is up to 85

  7. An electronic horn cannot reach 200 decibels from a distance of 30 meters. The horn in question is ECN3000 from the German company Hormann, which reaches only 123 decibels.
The most powerful horn operated in Israel was F71 which is a pneumatic horn with 132 decibels from a distance of 30 meters.

    • 200 decibels is the noise level of launching a rocket into space.. Where did you get this delusional number?

    • Still 123 decibels. If it's like a radio then the power is doubled every 3 decibels. So the difference between 85 and 123 is big and not only in appearance. And still on kindergarten for small children. And as a general rule, the position of the horn does not have to be completely accurate in terms of dispersing the sound waves. It is possible to be flexible. This is not a microwave antenna.

  8. A senseless decision, I wonder if the mayor's grandson was a kid in kindergarten they would also think this was the best location. Just a shame, who ever heard of such a thing? Put a loud horn over children's heads. Hallucination! no words
