The Haifa District Planning and Construction Committee approved for deposit the supplementary plan for the expansion of the Kiryat Bialik industrial area - employment and commercial areas will be expanded following the burial of high and overhead power lines.
The Haifa District Planning and Construction Committee approved for submission at its last meeting on Monday (28/10/2024) the supplementary plan for the expansion of the industrial area in Kiryat Bialik. In 2018, a previous plan to expand the industrial area was approved, but the limitations of the overhead power lines reduced the development possibilities. Now, with the decision to bury the lines, a redesign has become possible that efficiently utilizes the vacated area. The new plan will add another 46 dunams to the area designated for expansion, following the burying of high and overhead voltage lines.
The plan, located east of the existing industrial zone and west of the Kiryot Bypass (Route 22), will cover an area of 256 dunams.
The main points of the new program:
- A building with a height of 3-20 floors for commerce and employment
- Increasing the commercial space to 25,000 square meters (compared to 17,805 square meters in the previous plan)
- Expansion of employment areas to 184,922 square meters (compared to 127,434 square meters)
- Integration of open public spaces and engineering facilities
The new area is planned to accommodate advanced technology companies, clinics, colleges, laboratories and commercial businesses. In the southern part, near the Bialik North interchange, a 3-story commercial complex will be built. In addition, a 20-story office building overlooking the Naaman stream will be built.
The plan emphasizes optimal transportation accessibility, with connections to Route 6, Somech Junction, Route 22 and the Carmel tunnels. Special attention was given to the integration of environmental elements, including a green buffer strip and a peripheral bike path.

The burying of the overhead power lines allowed us to significantly increase the utilization of the land in favor of commerce and employment. Kiryat Bialik, which is about to double the number of its residents, needs the expansion of employment and commercial areas. I believe that the expanded industrial zone will be a center of attraction for advanced technology companies, and we will welcome them.
Bialik Darom has always been the most neglected neighborhood in Kiryat, is in a central location close to everywhere, a neighborhood with tremendous potential, and can become the most beautiful and sought after place in Kiryat.
