Petition: "A call to the Haifa municipality to provide a safe and correct space for all students and kindergarten children"

(lives here in Mmad) - Parents of students and kindergarten children in Haifa are distributing a petition in which they call on the municipality to provide a properly protected space for all school students and kindergarten children. In addition, they demand that the schools be obliged to teach (remotely) also students whose parents chose not to send them to the schools, due to the security situation.

The parents remind that 18 years have passed since the Second Lebanon War and yet, the Haifa Municipality has not taken the necessary steps to protect the schools, with proper protection. Parents demand that children be allowed to study remotely.

Explanation of the prompt: In schools that are not protected in Haifa, there is an instruction to send children to the schools and protect themselves using a method called "the most protected there is", which means that every class that does not have a protected space evacuates to the most protected room in the facility, which is available for it. This also includes students who evacuate to rooms that are not protected by standard shielding, some even have windows.

The petition reads:

"We, the parents of the schools and kindergartens in Haifa, demand from the municipality corrective protection for every student who is physically present in the schools and kindergartens in Haifa and for the preservation of academic continuity. The municipality must oblige the schools to also teach students whose parents have chosen to learn from home (a choice made possible by the municipality and the Home Front Command)." In the petition there is also a proposal for a solution, which should be good for the current period but also for future challenges: "The solution is for the municipality to take care of receiving and approving a budget for the establishment of protected spaces in all schools and kindergartens in Haifa so that every boy and girl will be protected in a protected space that is correct and not the most protected. If not There will be a ceasefire and an agreement in a few years, and we will be in the same situation again."

Ilanot school: really the most protected?

The mother of a student at the Ilanot school in West Carmel claims that some of the school's students are in a protected area on the school's stairs during alarms, even though there is a window there:

"The school has 3 floors and it has a shelter on the 1st floor. There are classes that are not fast enough to reach the shelter when there is an alarm, so some of the students are supposed to crouch under the classroom window or next to a wall in the hallway.

The problem is that this school has a lot of windows and the stairs also have a window. A few days ago, a missile fell near our house, we were in MMD and the house shook. If I had ducked under the window, I would have been hit by shrapnel in the face. I was really debating whether to send my son to school or leave him at home, and I send him to school because of the social aspect."

The mother claims that after the Second Lebanon War and the missiles that fell on Haifa, there was a place to build shelters and shelters in schools and kindergartens in order to be prepared for the current war:

""I don't understand why nothing has been done since the 2006 war. At the Rambam Medical Center they used the time to build an underground hospital, so why haven't similar solutions been implemented in the schools?

I also don't understand why there aren't protected spaces on every floor in the schools. From an economic point of view, this is the most effective solution - to set up MMDs on each floor. That way I could send my daughter to school with a calmer heart.

The thing that worries me the most is that this situation is not going to end, and we must provide a proper and safe response to the students. My son, who experienced a missile exploding near us, is unable to understand the logic - how can you continue to go to a school that does not have an MMD? We all know that there is no 100% success in interceptions, and I feel that I am putting his life at risk by sending him there."

Tschernakhovsky School: Mother inside an unprotected protected space

The mother of a student at the Tscheranhovsky School in the French Carmel found herself in the protected space of the school and was shocked that she claimed it was not protected:

""When I picked up my daughter from school and we were standing in the parking lot, an alarm suddenly sounded. We started running towards the school gate, and for the first time I discovered what the protected space of the institution looked like. We ran through the manager's room to the science room, which was defined as a protected space according to the directives of the Home Front Command. This is a room surrounded by windows, and if, God forbid, a missile or a UAV hits near it, there will be many casualties. Anyone who looks at the place with their eyes can understand that it is not really a protected space.

I told one of the teachers that it is impossible to bring children into such a place. She replied that it was a decision of the municipal council, and if he determined that it was proper, then it is fine. But I am not ready to wait for a disaster, in which we will ask ourselves why we did not act in advance.

The school is located near a military base, which only increases my concern. Ignoring this situation is simply unacceptable. I can't understand how the Home Front Command approved something so dangerous. It is so obvious that this room is not safe, and it is simply unforgivable."

According to the mother, the science room at the Tschernihovsky school is not the only protected space, which could pose a danger during an alarm.

""The school also has a shelter, which serves as a protected space for first and second grade students. But the situation for the third graders is particularly worrying - they sit in the foyer on the second floor, next to the counselor's room, where there is an external wall, and near them a corridor full of windows. In addition, some students are evacuated during an alarm to a staircase that also has windows.

On the one hand, it is impossible to leave the children at home and prevent them from studying, but on the other hand, it is a situation where you feel that you are endangering your children every day. This is really a difficult dilemma, and the heart is torn between the desire to preserve the children's lives and the fear that they will be left behind educationally and socially. We must find a suitable solution, before it is too late."

In a conversation with Samer Odeh-Kretingji, a Hai Pa reporter, the parents describe a deep sense of frustration and abandonment on the part of the municipality.

The parents, who are very satisfied with the kindergarten and the educational staff, feel at a loss, because many of them do not send their children to kindergarten since the exclusion from the education system in the city of Haifa.

The kindergarten is located in the Ahmadiyya school complex, where there is a shelter, but children in the kindergarten cannot quickly reach a standard protected space during an alarm (60 seconds). After the exclusion, the instruction was to move the children during the alarm to the nearest protected area, but in practice it is a transition that requires the 3 and 4 year old children to leave the kindergarten, go through the playground and reach the school yard, until they reach the protected corridor (the most protected there is) .

This is a transition that may be dangerous, especially after the difficult events that took place in Gan Bensher. Parents are aware of the fact that there are interceptions even before the end of the alarm or as soon as it sounds.

Zevida Odeh Salih, mother of a child at the Albasma Kindergarten in the Kabbir neighborhood, told Samar, a Hai Pa reporter:

"When my child studied using the capsule method, I felt more secure, because they were studying in kindergartens with MMD within the kindergarten itself. I didn't send him every day, but when he went two or three times, I felt more secure. When it was not clear whether the child would return to kindergarten following the exclusion, I did not send him For two weeks. I only sent him this week after he stopped nagging that he misses his friends and staff and also because I saw that leaving him at home was hurting his behavior."

Shirin Odeh, also a mother of a child in kindergarten, stated:

"I do not take risks, and since the exclusion I have not sent the child to kindergarten. It is very difficult and frustrating, because I see the child who loves kindergarten and his friends, but I cannot send him to a place that does not provide the necessary protection. When there was the capsule system and my children studied in kindergartens with MMD, I sent them with a sense of security."

Another mother, who asked to keep her privacy, said:

"My daughter has been home for three weeks. It's hard for me to describe the feeling, because on the one hand I feel like I'm hurting her by not being in kindergarten, that she's not with the kindergarteners and the friends she loves so much. On the other hand, I can't send her to a place where there is no protection in time It's true, and I don't have peace of mind like the other children, she pays a mental price, and the fears she developed may accompany her for the rest of her life."

The parents demand from the municipality an immediate response and a solution to the protection issue in the kindergarten, so as not to leave the children in a state of constant fear. They claim that the municipality did not care to protect the kindergartens and schools for years, and they ask that it find a way to ensure the safety of their children as soon as possible.

Haifa Municipality's response:

The municipality of Haifa has been leading a huge project in the last year with tens of millions of shekels to protect the educational institutions.

Protection was improved in 76 kindergartens. Construction of dimensions is underway in 24 gardens, in 15 of which construction has already been completed. At the Gordon school, the construction of 4 dimensions has been completed, at the Maginin school, the construction of 2 dimensions has been completed, at the Ofakim school, three dimensions are nearing the end of construction, at the Alia school, three dimensions are nearing the end of construction, at the Fichman and Degania schools, dimensions are in the final stages of planning and approval with Pekar before departure construction

Protection was improved in dozens of institutions, which increased the percentage of protected areas by tens of percent. All this in the last few months.

The Municipality of Haifa continues to constantly raise resources and promote the protection of all institutions in the city.
