(haipo) - The Ministry of Finance presented this week (24/31-10/24) to the Finance Committee, the compensation outline for businesses for the months of September and October. Against the background of the worsening of the security situation in the north during the last two months, the outline includes two significant changes.
The first change is the introduction of some of the Kiryats, including Kiryat Bialik, Kiryat Ata, Kiryat Motzkin and Kiryat Yam, into the compensation track "rotations and wages". In case you were wondering - Kiryat Haim and Kiryat Shmuel remain off track and will not receive compensation, and once again the residents of Kiryat Haim and Kiryat Shmuel are paying a heavy price for belonging to the Haifa Authority.
Haifa is currently defined as defense level 2 (yellow) and the activity there is according to the definition "partial". This definition, therefore, also applies to Kiryat Haim and Kiryat Shmuel, while the other Kiryats, those adjacent to them, are defined under defense level 3 (orange) and the activity in them is now "limited", which opens up the possibility for their residents to receive compensation.
As I recall, two weeks ago, in the middle of October, the mayors of the cities in Kiryat appealed to the Minister of Finance, Bezalel Smotrich, with a demand for compensation, in light of the fact that since September 22, the cities of Kiryat have been declared by the Home Front Command as an area of defense level 3. As a result, many of the area's residents are forced to stay in their homes with their children - and because of this they are absent from their workplaces for extended periods of time, which also leads to a significant damage to their incomes. In their appeal, the mayors emphasized the economic damage caused to the residents, whose wages are deducted due to their absence.
Also, small and medium-sized businesses, such as private kindergartens, day care centers, and day care centers, are also severely affected when they are forced to return money paid to them from parents, without having sources of funding to pay their employees' wages.
Last Tuesday (29/10/24), as mentioned, the Ministry of Finance approved the inclusion of some of the Kiryat localities in the compensation track "Returns and wages", but the residents of Kiryat Haim and Kiryat Shmuel remained, as mentioned, out of the game due to their affiliation with the Haifa local authority.
On the same day, the mayor of Haifa, Yona Yahav, asked the Minister of Finance to include Kiryat Haim and Kiryat Shmuel in the plan. The minister promised that he would do so. We will wait, hoping that he will keep his word.

Now is the time to correct this injustice and release the residents of Kiryat Haim and Shmuel to freedom, to municipal independence, and thus we will no longer have to discuss questions such as compensation for businesses, alarms, and it will be possible to regionally associate us with the Kiryats, according to the level of defense, with thorough and individual management, more than is the case For us today, and with budgets intended for Kiryat Haim and Shmuel. We are Kiryat, always have been and always will be. We, the residents, will continue the struggle and rise to the level, until justice is done for us."

The Minister of Finance pledged to Yahav that the businesses in Haifa would be included in the compensation plan, and affirmatively noted the city's preparedness for various emergency situations. The CEO of the municipality, Gadi Margalit, is in continuous contact with the Ministry of Finance on the matter.
