According to them, some of these shelters are flooded with water in the winter, the access paths to them are complicated and dangerous and there is almost no lighting on the way to them. Residents claim that when they contacted the municipality to help them with the maintenance of the shelters, they were told that they were responsible for this. "The shelters are not registered in our name in the tabu and are not considered private, how is it possible that the responsibility for maintenance is ours?" They wonder.

"I feel that we have been abandoned," says Nisim Ben Aryeh, a resident of the neighborhood. "Following the renovation, the five shelters were connected to electricity and repair work was done on them, but last winter some of them were flooded with water and it was not possible to enter them at all. Now, with the security situation in Haifa that has been going on for some time, we again fear that we will not be able to defend ourselves if necessary. The access roads are dangerous, there is no lighting and the situation is only getting worse," he says.
"When we turned to the municipality, we were told that the maintenance of the shelters is our responsibility, but the shelters are in public areas, are not registered in our name in the tabu and are not considered private."
Ben Aryeh adds that the residents find it difficult to reach the shelters safely, especially after dark and in rainy conditions, due to a lack of lighting and because the passages to them are slippery. "We do not have the ability to manage regular maintenance of public facilities, and in fact, we are required to pay for it out of our own pockets. The municipality must take responsibility for our safety," says Ben Aryeh.
Haifa Municipality gave a response to Haifa: "The shelters are in the common area of these buildings.
The shelters are similar in shape to public shelters but they belong to the common property of the buildings. These shelters were sealed at the time at the request of the residents, since they could not take care of them and they became an environmental hazard. At the beginning of the "Iron Swords" war, the Ministry of Housing allocated a dedicated budget to the authorities to renovate and rehabilitate private shelters from state funds. Unusually, the authorities that do not take care of private property, were budgeted for this and rehabilitated these shelters.
