Are Haifa neighborhoods prepared to evacuate the population in an emergency?

(haipo) - The issue of evacuating the population during an emergency has recently come up again and again on the agenda in Haifa, especially in light of the well-known problem in the city - the confined neighborhoods - those from which there is only one escape route, which could lead to difficult traffic situations that would make it difficult to evacuate the population.

The well-known imprisoned neighborhoods - Dania, Carmelia and Ramat Golda, have been discussed a lot over the years, especially after the great fire that occurred in Haifa in 2016, when the need for perishable escape routes arose even more strongly, but Arab neighborhoods, such as Abbas, Khalisa, the heart of Wadi Wadi Al-Jamal - Ein Haim, remained on the edge of the bush. The chairman of Balad and a member of the city council, Sharvel Dekuer, submitted a query regarding the city's readiness for evacuation in the event of a war, which has already reached Haifa, or any other emergency event, in which Haifa may be caught, God forbid.

Dekuar points out that Arab neighborhoods, such as Abbas and Khalisa, are in particularly problematic situations. The Abbas neighborhood, for example, is one of the densest neighborhoods in Haifa, as it has only one entrance and exit, in emergency situations this is expected to make it difficult for the movement of rescue vehicles, such as ambulances and fire engines. These neighborhoods are characterized by narrow streets, crowded buildings, and the lack of additional routes for evacuation, and therefore the residents are at increased risk in emergency situations.


Lost funds

In response to a query submitted by Decker, the municipality replied that "the funds designated for the national project were lost in the previous term". These are funds that were supposed to be directed to improving the infrastructure and preparing for emergencies in the imprisoned neighborhoods, but did not fulfill their purpose. However, it was emphasized that the municipality is currently on its agenda, and regular exercises are carried out with the relevant parties in order to provide a response to the evacuation of residents in these neighborhoods.

  • Is there a plan to supply essential supplies, such as medicine and food, to needy populations and people with special needs and disabilities during the war?

Along with Abbas, the neighborhoods of Halisa, Wadi Jamal and Kababir also face similar challenges. Only recently did the promotion of plans for the construction of another road to connect the Kabavir neighborhood to a main road begin, but this move is also being delayed.
