Public shelter in the Hadar neighborhood: not accessible and does not respond to the residents

(lives here in shelters) - Residents living on Koresh Street in the Hadar neighborhood in Haifa complain that a nearby public shelter is not accessible. According to them, in order to reach the building where the shelter is located, one has to climb about 50 steps, which is especially difficult for populations with special needs or the elderly. In addition to this, they note that the access steps to the shelter itself are broken and not clean, which adds more difficulty and creates additional danger during an emergency. Residents express their dissatisfaction with the situation and call for improved accessibility to the shelter.

Buildings from the 40s

Nina Mizrahi, who lives on 20 Shana Street, explains how complex the case is and how important it is to have an accessible public shelter on the street: "The public shelter is on the Koresh stairs, between Elzorov Street and Hillel Bahadar Street. The buildings on Koresh Street are from the 40s. The stairwells in the buildings are also They are not closed, and it is impossible to stand them, they are old buildings and there are no shelters in them. The public shelter, which we are directed to, belongs to the elementary school Leo Beck.

The problem is that access to it is impossible. When you leave the building where I live, you have to climb 50 steps to reach the building where the shelter is located. When you get almost to the shelter, you find that there is no access to it. There is filth, dirt, inaccessibility, and what's worst are broken stairs and trees, which prevent access. The municipality arrived and opened the shelter, but who can pass through here and get to the shelter itself? When there's an alarm, I stay at home.'

Nina continues to tell: "I think about older people, what are they supposed to do when there is an alarm? All the walls in our building are exposed, you can't even go out to the stairwell, God forbid there's an alarm. I would expect the municipality to do something, which would allow access to the shelter. In my building there is a woman with a walker or a wheelchair. What is she supposed to do? There is no doubt that the solution is a complex solution, but a solution is needed."

When there are alarms, booms are heard and the building shakes, but there is nothing to be done

"During the Second Lebanon War in 2006, we did nothing, when there were alarms. There was a fall then in Hadar Alyon, and we heard it very loudly, but what could we do? We stayed at home and hoped for the best. Even today we hear booms, the house is shaking and there is nothing to do."

Haifa Municipality's response:

The protection policy of the Home Front Command provides a response to residents who do not have a shelter or a shelter in their home according to the rules of "the most protected there is". These rules, which have been proven to save lives, are detailed on the emergency preparedness website of the Municipality of Haifa.

Meanwhile, it should be noted that the municipality has located underground parking lots that have been approved for use by the Home Front Command "as mass shelters". These shelters are intended for residents who do not have a shelter in their home or near their home. The parking lots will be opened to the public if the security situation escalates and residents are required to stay in shelters for a long time.
