Without MMD and without shelter: Haifa residents who go out to the stairwell

(haipo) - Tens of thousands of residents in Haifa find themselves during the alarms without any protected space, since they live in apartments where there is no security system, in a building without a shelter. The only thing left for them to do when alarms sound is to go out and stand in the stairwell or an inner room in their apartment.

According to the data of the Central Bureau of Statistics (CBS), about 80% of the housing units in Haifa (apartment or private residence) do not have an MMD.

Buildings in which there is a common shelter provide the tenants with some sense of security, assuming that they can reach it quickly. The problem begins in buildings where there is no shelter at all, or when the public shelter where the residents are supposed to go is located too far away, so that it is not possible to reach it within a minute of the alarm sounding.

In Haifa there are several neighborhoods where a high percentage of the residents do not have protected spaces, among them the Bat Galim neighborhood, the Hadar neighborhood and the Neve David neighborhood. Alongside these neighborhoods there are also individual streets or houses that also do not have any protected response for the residents. We contacted several Haifa residents who do not have a sufficiently protected space, and found out how they feel and how they deal with the situation in these tense days. We discovered many concerns, along with a feeling of hope that things will work out.


"Sitting in the stairwell and hoping for the best"

Yuval Busin, chairman of the Bat Galim neighborhood who lives on Nahalel street, says:
"I live in the building where I was born. Most of the apartments by the sea, from Aliya Street and to the north, are without MMD and without shelters. Only the new apartments have emergency shelters. There are 4 public shelters in Bat Galim on the south side of Aliya Street, far from me. Now they are building emergency shelters at the "Aliya" school. There is a shelter at the school, but we never entered it, because it was always flooded with water, and it is like that now, still flooded. This shelter is a health hazard. If they don't intend to do anything with it, it's not clear why they don't seal it.

We are afraid of the situation, we have nowhere to be. The instructions of the Home Front Command are to be in a protected space. The building at 16 Nahalel Street was hit by a missile in the Second Lebanon War, there was a visible miracle there. This was the most ranged neighborhood in the Second Lebanon War. The missile just passed through the people and no one was hurt. The damaged building is three buildings as the crow flies from my building. During an alarm, we just sit on the stairs, with my 80-year-old mother. There is glass all along our building, if something happens here or nearby, all the glass will break on us."

Busin continues: "Mayor Yona Yahav said at a council meeting that Kiryat Haim put up a lot of shields. Along with Kiryat Haim, Bat Galim should also be taken care of. I don't I understand why they don't bring water tanks here. "I live in a building that was built 70 years ago. I've lived here for 35 years. During the Second Lebanon War we didn't have a shelter or shelter, so we went to Jerusalem, Modi'in and Livna with 3 small children. Even now I received a call from relatives who suggest that we come to them, but it is not easy. Everyone likes their space.

When there's an alarm, I have to go into an inner room, because I don't even have a stairwell, I'm in a separate entrance. This is an unpleasant situation. I am a resident of the city and in emergency situations I am supposed to flee my city? There is a tendency to leave Neve David neglected, so that entrepreneurs can buy cheaply and get rich. They are trying to make money at the expense of the ordinary citizen who lives here. I raised 3 children here. It's not fair that we are treated this way. There is a shelter in the building next door, but it is supposed to house a large number of residents. There is also a public shelter far away, which cannot be reached in a minute.

It is unbelievable that we are in such a situation. When we did a construction addition, there were no MMDs yet, so we didn't do it. We bought an old apartment and made an extension to it. We wanted a quality of life in an area with clean air, but the fear of all the wars is very unpleasant. Saying 'it won't happen to me' is not wisdom. We have already seen that it can happen anywhere. The authorities should take care of their citizens, in places where there are no shelters. I will not start running to a public shelter, which is also far away. In the Second Lebanon War, in Zim Square, very close to us, a missile fell. If we ran to the public shelter in the parking lot, we would all die. It is a three-four minute run to get there. 90% of the residents in the neighborhood do not have a shelter or a shelter. We have been evacuating a building for 14 years and nothing is progressing. We believe that now Yona Yahav will promote it. If it was progressing, we could already have shelters.

In all the buildings around us, the tenants are standing on the stairs, no one has an emergency room. I stay here, because I have nowhere else to go. I don't understand why they don't put shields here, there are large yards here, there is enough space."

"The state needs to respond to the residents"

Shahar Morg, who lives on the second Aliya street in Bat Galim, thinks that the state is the one that should provide an answer to the residents: "We have no technical protection. It is important for me to say that the municipality is not the authority on the matter, and the one who was supposed to solve this problem in the last 20 years is the state.
