The Haifa District Planning and Construction Committee, chaired by Ruth Shortz, approved a plan for urban renewal in the Neve Shanan neighborhood in Haifa.
The plan, initiated by the Next Urban company, is on a total area of 18.5 dunams and is located in the complex of Abba Hillel Silver, Nissenbaum and Azoulay Park streets.
The plan includes 480 housing units that will be built in three 32-34-story towers and a 9-story building that will combine commercial facades and public buildings. In addition to the housing units, the plan includes the establishment of a square in the center of the complex and a public building that will be used for educational and cultural purposes. Also, the plan includes connections of pedestrians and bicycle paths between the neighborhood and Azulai Park.
Today, there are 4 old 3-story railway buildings in the complex, including 104 apartments, which have been renovated in favor of the new project. The plan was promoted in a joint planning process with the Haifa Municipality with an overall view of the entire neighborhood.

"The plan joins a series of urban renewal plans in the Neve Shanan neighborhood that will change the face of the neighborhood. In addition to increasing the supply of housing units in the neighborhood, the plan includes the addition of public spaces to the neighborhood and a connection to the nearby park."
Meanwhile, the committee decided to entrust the urban renewal plan to the Carmel Castle. The plan initiated by the Sharet Towers company, is on a total area of 11 dunams, and is located on Moshe Sharet Street, near the soccer stadium that will be moved to the south of the city in the future.
The plan includes 316 housing units that will be built in two 30-story residential towers and will combine public buildings and commercial facades. In addition to the housing units, the plan allocates areas for public buildings for the well-being of the residents.
Today, there are 3 4-story residential buildings in the complex, including 48 housing units, which will be renovated in favor of the new project.
