After years of sharp debate in the planning institutions regarding the future of the railways in Haifa, the issue will come before the High Court of Justice at the end of the month. The judges will decide on the question of whether it was right to allow Israel Railways to finish the high-speed rails (250 km/h) at the Hoof HaCarmel station, instead of requiring the planning administration to The Israel Railways to present a comprehensive plan for 4 tracks up to the Gulf Central.

Originally, the National Infrastructure Plan (TTL) 65 was supposed to deal with the planning of two high-speed railways (250 km/h) from the center of the country to the Gulf Central (slightly north of the Check Post junction).

Israel Railways asked the Committee for National Infrastructures (VTL) to finalize the software at the Carmel Beach station. The hotel agreed to the request. According to the course of events, I understand that the decision to stop at Carmel Beach was made to avoid planning the route of 4 tunnels in the vicinity of Haifa as well as to circumvent the difficulties in the processes between the Ministry of Transportation and the Haifa Municipality.

Two associations filed a petition to the High Court regarding this decision of the Hotel, to allow the end of the program at the Carmel Beach station (the "Three Sycamores" association and the "Representatives of Society and the Environment" association). The members of the associations are social and environmental activists from Haifa and the north; The associations are represented by (Adv. Dvir Langer).

In the petition it is claimed that instead of ending the plan at the Carmel beach station, it was appropriate (and required) to examine the possibility of removing the tracks from the vicinity of the beach. It is claimed that it was necessary to conduct an orderly procedure of comparing alternatives (up to the Gulf Central) before determining that it was appropriate to end the plan at the Carmel Beach station.

And here comes the importance of the boulevard tunnel:

If the travel time between the center of the bay and the center of the country is shortened from 73 minutes (today) to about 24 minutes, as the boulevard tunnel will allow, it is clear that there will be a significant improvement of the bay's lands. Selling land at a price of hundreds of thousands of NIS per housing unit will no longer be unthinkable.

Haifa Municipality agreed to end the program at the Carmel Beach station

In its response to the petition, the Haifa Municipality agreed to the Israel Railways plan to end the tracks at the Hoof Hakarem stationto. The problem is that it is not at all clear if and when there will be a "continuation plan" (from the Carmel beach station to the Hafaretz station).

Without a continuation plan - which will be both planned and budgeted - the existing tracks will continue to encircle the beaches of Haifa (with the addition of overhead electrification).

According to the plan approved by the Israel Railways and with the consent of the Haifa municipality, thus The tracks will remain at the end of the current plan (TTL 65a):

The "continuation plan" is not realistic

If the current plan is implemented (65 XNUMXa), the chance of clearing the tracks from the coastal area is not great.
I estimate that the "continuation plan" for the railways (65 XNUMXb), will not be budgeted by the Treasury, certainly not in the coming years, when Israel is entering a budgetary crisis, due to the protracted war.

A program that does not shorten the travel time

The continuation plan - between the Carmel Beach station and the Gulf Central Station (TTL 65B) - does not generate economic benefit because it does not shorten the travel time. Therefore, in my estimation, TTL 65B will not be budgeted by the Treasury. In fact Subtal 65B was and will remain a conceptual sketch, the main purpose of which is to convince the Haifa politicians that in the end of time the rails will be cleared from the vicinity of the coast.

But it is still not too late for the municipality to change its position

It's time to try a change of direction, before it's too late. The municipality can submit a request for changes to its response to the High Court, while supporting the petition. It should be noted that the original response was submitted by the previous municipality, and therefore it is not unreasonable to change one's way of thinking.

If the municipality changes its response, it will be allowed to present to the Honorable President-designate, Judge Yitzhak Amit, the mistake in the Israel Railways plan and the planning administration. It will be possible for the municipality to present how the Israel Railways plan (65 XNUMXa) actually thwarted the vision of the city's residents to clear the railways from the coast.

      Of course, there are no hard and fast rules on the matter.
      Regarding planning in Israel, the purpose of the high-speed network is a direct and fast connection between metropolitan transportation centers (to connect the different parts of the country). Therefore, the addition of stations (for example in Hadera) will harm the essence of a high-speed train. It should be remembered that from the center of the bay one continues north (Kiryot, Karmiel, Nahariya, Kiryat Shmona); East (Afula...) and even south (University, Technion and Neve Shanan). Therefore, the 85 km to central Tel Aviv should have been covered by a continuous journey without stops, for about 25 minutes. In practice, they will probably also add a station in Gallit (another unnecessary stop in my personal opinion).

  3. A train at a speed of more than 150 km/h
    Not suitable for Israel.
    Why?
    Because of physics, because of acceleration and deceleration.

    • Some believe that the "minimum" distance between stations, for a fast network (250 km/h +) to be effective, is 50 km. The distance between the Gulf center and Tel Aviv (center) is 85 km.       The problem is that political parties and public officials push for "intermediate stations" (such as Hadera, Kiryat Gat, etc.).       Therefore, the main difficulty is planners, public officials and elected officials in Israel, who, without any experience in establishing a fast network - thwart it.

      So why does Haifa Municipality support the plan (and oppose the petition to cancel the plan)?

    Bat Galim and Haifa Center stations will become a light rail line instead of a heavy train line that will depart from the center of the Carmel Beach, move adjacent to the Hagana road, stop in the coastal neighborhoods (like the Matron) will enter Bat Galim station, Haifa Center, a third station 'Haifa Kiryat Al-Halamel' and continue to Haab Chek Pasut.
    In this plan, Haifa will come out with huge profits:
    Evacuation of the entire area of ​​the railroad tracks, cancellation of development restrictions in the lower city, removal of acoustic walls in Bat Galim and the creation of an urban continuum with Kiryat Eliezer, access at street level to all coastal neighborhoods to Hecht Park, Shekmona and the sea beaches.
