Leaving the special education students in the city: On September 1, 2024, a designated school for special education students will open for the first time in Carmel Castle. The move, which was initiated by the municipality of Tirat Carmel, received the blessing and support of the Ministry of Education, which is helping to bring the project to fruition. This is a solution for dozens of families of the special education students in the Carmel Castle, some of whom until now had to enroll their children in appropriate settings outside the city, mainly in Haifa and Kiryat - and now they will be able to stay to study in the Carmel Castle.

The school will operate in the community complex in the Gali Carmel neighborhood, under the symbol of an independent institution of the Ministry of Education. During the summer, the municipality of Tirat Carmel worked to adapt the complex designed to accommodate the students while taking care of all their needs, so that they would be accommodated in the best way from a pedagogical and safety point of view.

As a reminder, in 2024 the Ministry of Education recognized the authority's need for a special education school in the city, the construction of which is expected to be completed in about two years. Against this background, in recent months, the municipal administration has led a move to open a school that will provide the best solution at this stage.

According to the work plan, first and second grades will be opened in the complex in the first stage and the school will be defined as a plant. With the end of the tender, a principal will be appointed to the school in the coming days, and each class will have an educator, a supplemental teacher and an assistant. Also, a secretary, a housemaster and a security guard have been recruited to the system , and the students will be granted reinforcement hours and assistance.

Opening a school for special education children in Carmel Castle is our moral duty and a true blessing for children and families. The municipality of Tirat Carmel, along with all its managers and employees, were recruited for this important and noble purpose, which will allow a proper and high-quality framework here in our city, without needing special pedagogical services in neighboring municipalities. The process is carried out closely under the leadership of the parents, as full partners throughout.

Ortal Levy will manage the school of special education, which will open in Carmel Castle on September 1, 2024. She was chosen after winning a tender managed by the Ministry of Education, and will be the first director of the school established to provide a solution for dozens of families in the city and children with special needs.

Levy, 41 years old, resident of Tirat Carmel, married and mother of three, has about 14 years of experience during which she was a teacher and educator at Ofer School in Haifa for students on the autistic spectrum.

It is a great privilege for me to open and manage the new school for special education in the city of Tirat Carmel. I believe that together with the staff, parents and partners in the community, our students will receive the tools and support they need to succeed and realize their full potential.

As part of her work, she also served as an instructor for teaching students and teaching staff in an internship year, and coordinated various topics including security and safety, caution on the roads and trips. She also holds an M.Ed degree with honors in instruction, guidance and learning, and a B.Ed bachelor's degree from Gordon College.
