The purpose of creating the database is to enable the identification of dog droppings left by the owners in the public space. This way, the authorities will be able to reach the dog owners and fine them. In the Economy Committee discussions that preceded the vote in the Knesset, the question of whether the local authority could oblige dog owners to give a DNA sample of their dogs in cases where they do not In the end, the law does not include financial sanctions for dog owners who refuse to give the sample.
"If a dog's droppings were found in the public domain within the domain of a local authority that established a local DNA database for dogs, the local authority may use said database and the genetic information in it to locate the owner of the dog. A person shall not use a DNA sample that was used for a genetic test or its results except for the purpose for which it was taken only." .
At this stage, no minister has been appointed to be responsible for the issue. In the Economic Committee discussion regarding the bill, the question was asked whether the law would have any meaning at all if it would not be possible to compel dog owners to give a sample. The chairman of the committee, MK David Bitan, said that this is a framework law, which requires the protection of bylaws, and in six months the ministries of the interior and justice will give priority to this and take care of it. Throughout all the discussions on the subject in recent months, the treatment of those who remain in the public space and harm the public both aesthetically and sanitaryly was emphasized.
