According to the indictment, filed by attorneys Alexandra Kara and Sara Green from the Cyber Department of the State Attorney's Office, Yossi Stalkol, a former employee of the new automation company that provided computing and support services to the municipality of Kiryat Motzkin, together with the mayor at the time Haim Tzuri, used information about their private affairs of the residents of the Motzkin municipality, which were handed over to the municipality for the benefit of its ongoing management, for the personal-political needs of Tzuri. This, by using this data to collect information of a political nature about the residents, documenting it in a database software used by the municipality, and transferring it to various parties.
In addition, Stelcall received fraudulent funds from the municipality's budget, which he used to develop upgraded database software, which was designed to serve, among other things, his personal-political needs, despite the fact that the software was budgeted from the municipality's budget.
Later, and following the publication of a journalistic article that revealed the suspicions of committing the acts attributed to Tsuri in the second charge, and against the background of a preliminary request to the municipality to receive a response to what was alleged in the article, Stelcol helped Tsuri carry out various actions with the intention of preventing or hindering a criminal investigation, either by hiding evidence or in other ways.
The court accepted the plea agreement and, as mentioned, convicted Stelcol of the crimes of invasion of privacy, fraudulently obtaining something for another (Tsuri) under aggravating circumstances, aiding and abetting fraud and breach of trust (Tsuri) and aiding and abetting obstruction of justice.
The hearing of the arguments for the punishment was set for 12.12.24.
Stelkol will be used as a prosecution witness against Tzuri as part of the proceeding against him in the district court in Haifa.
