(haipo) - Tenants in one of the residential buildings in the Shprincek neighborhood in Haifa, are having difficulty dealing with the situation they have found themselves in, while the authorities (welfare and the police) are standing by.
The residents of the building are forced to live in a continuous nightmare that violates their peace on a daily basis and directly affects their quality of life, due to the behavior of the son of one of the neighbors in the building. The same neighbor has been living in the building for 8 years when the son used to visit him, when everything is conducted in a normative and routine manner. At one point, the son disappeared for a while, until about a year and a half ago he returned in a poor and difficult mental state, accompanied by outbursts. The situation reached such a point that his father, in desperation, kicked him out of the apartment and changed the lock.
Since then the son has been staying in the stairwell of the building and disrupting the lives of the neighbors in an intolerable way.
Scary and unpredictable
The son, so the neighbors testify, is in the habit of throwing his water on the front doors of the houses, sleeps in the stairwell, poops and leaves leftover food and dirt in the common area. In addition, he tends to behave violently and often scares the neighbors with his actions and unpredictable behavior. "It's simply impossible to live like this," says one of the neighbors, "we live in hell, we're afraid to go up and down the stairs and we're in constant tension every day."
The neighbor also says: "He sticks out his penis in front of our eyes and always walks around covering his eyes or face. I saw him with a plastic bag over his face and when he wears one shoe. Sometimes he blindfolds his eyes, sometimes he covers them with leaves and walks around the Eli Cohen Garden (playground).
It can't go on like this
Many parents are afraid to send their children to kindergarten for fear of their safety. "We contacted the police, but to no avail." says one of the mothers. "I can't take the risk of something happening to my children."
The residents of the building contacted the police and social services in the municipality many times, but according to them, they received no assistance. "This situation cannot continue," adds the neighbor, "we are desperate and need immediate help and also want the guy to get help, he must be hospitalized."
Sleeping in the stairwell
Another tenant says: "The son is struggling mentally and in addition he is a drug addict and an alcoholic. He endangers the lives of the tenants because he is not aware of his actions. He sleeps in the stairwell between the apartments. A week ago he hit me on the back while tying leaves over his eyes like a costume I screamed in pain! The neighbors are afraid of him because he also takes off his pants and defecates near the entrance.
His father works from morning to night and when we turn to the father to help him and have him taken to a hostel or forced hospitalization, he attacks us. I myself contacted a social worker and she said I would contact his doctor, but I am not a family member, so that is not possible. We contacted the police and they said that a district doctor should be contacted to hospitalize him.
We are neighbors, not family, we cannot do this process. Parents in the nearby park turn to me because they see that he lives in the building where I live, and tell me that the children are screaming because they are afraid of him and are running away. I ask in every language, every request, this person needs to be hospitalized."
The neighbors demand an urgent solution to the problem and hope that the authorities will act soon in order to restore the sense of security and peace to their lives. "We just want to live our lives in peace and security." The neighbor sums up.
The police told Lai Pa: "There is no more than one case from last July, as many complaints are filed they will be dealt with."
The municipality has not yet given a response.

We went to the health insurance fund and asked for an appointment with a psychiatrist. They say that the patient is supposed to turn himself in. But it's good for him, he doesn't want to leave.

It's hard to hear, it's not a one-off case, but a horizontal phenomenon in Haifa's Beach and Hadar neighborhoods. We in Neve David also suffer from a disturbing environment, from poor sanitation, from drug addicts and drinkers who break into residential areas and use the building's resources, defecate at the entrances to the building, throw glass cans in the building area, smoke drugs.
Anyone who asked, the municipality and the police, after all the appeals to them, are not interested in dealing with this and helping residents who are normal working families, pay city and state taxes, leaving them without tools and without protection to deal with these things on a daily basis.
We have a huge yard in the building and I can't take the children out to play in it because of this sometimes even hostile situation.
There is not a single municipal inspector who has the power to deal with these types of people and they leave it to us residents even though it is the duty of the inspectors and they have the tools to deal with such cases.
Is it the sense of the knife that won't sleep?
The municipality of Haifa is busy dividing the spoils among some of the workers... it has no time to take care of the residents. Or to pave the roads. Or to pave the sidewalks.
