Against the homeless man who made the lives of the tenants at 16 Azar St. in Haifa, a removal order was issued by the court and he was removed from the place by the police.
In 2021, as I recall, an article was published in Hai Fe, which described the ongoing suffering of the residents of the building at 16 Azar St. in Haifa, which was caused by a homeless person taking over the area of the floor below the building. But nothing helped. Over time, the homeless man took over more and more of the place, when he connected to the electricity network and used the building's water. So, in addition to the trouble he caused them, the tenants also found themselves having to pay for the use of the building's resources.
Just yesterday (Sun. 1/7/24) an article was published in Chai Pa telling about the confrontation of residents on Degania Street in Kiryat Haim, with the constant presence of a homeless man who settled on one of the benches in the street. They describe the sanitary hazard created around him, the bad smells and the rude behavior, which includes cursing and shouting, defecating in front of everyone and above all they tell about the helplessness in trying to find a solution.
In the article they tell about the suffering that spread over a period of about a year, while they want to point out again and again that they do not want the man to get hurt, but only that he find the best solution for them and for him.
"We lived in fear"
And back to 16 Azar St. One of the tenants says in a conversation to Lai Fa:
"All these years we lived in fear, in frustration, with no quality of life. We were at a loss, we didn't know what to do. After all, we turned to all the relevant parties that are supposed to provide us with services and protection on the matter - the local authority and the police, but to no avail. They would shift the responsibility from one to the other and we stayed No answer. He would defecate in front of our eyes. He would collect lots of scraps and bring them to the building. He would always threaten to beat us And he would do all kinds of horrible things. Personally, I wasn't that moved by his threats, until one time he said he would pour acid on my face. Here I was already stopped and really started to fear and fear that he might carry out the threat."
The tenant continues: "Last month, all the tenants got together and decided that by this point, we had to do something. We hired the services of a lawyer and paid 8,000 NIS to have a removal order issued against him from a court. Fortunately, the court issued the order yesterday (Monday 30/6/24), the police arrived and evacuated him, we don't know where. I hope he doesn't come back. This whole situation caused us enormous mental damage, we were seriously hurt, it is a defect in our quality of life in every sense, our day to day, our privacy, our mental health. I think we will have to relearn to live life in a normal way."

"The municipality of Haifa operates a unit to locate and treat street urchins. The unit's employees conduct proactive patrols in the city's neighborhoods to locate people living on the streets, on the beach, in public parks, and more.
The activity is carried out at all hours of the day and in collaboration with other care providers, with the aim of reaching all the street dwellers and convincing them to receive care that includes a roof over their heads, food, bathing and personal and social care.
However, treatment cannot be forced on a person against his will, and welfare workers do not have policing and enforcement powers. Therefore, in cases involving an invasion of one or another structure, when all efforts to persuade the social workers fail (as happened in this case as well), the treatment is transferred to the legal authorities, who have the authority to enforce the matter."
