Following the decision, Sestam Chai Pa went out to hear what the business owners and customers were saying. From conversations with them we hear that the ATMs are very important and they serve the customers and not just the business owners. Many customers even withdraw cash when they are stuck without cash because in this era everyone walks around with credit cards which they have also recently given up because today they are replaced by credit applications on smart phones.
Many said that they see private ATMs as essential at all hours of the day. Sometimes cash is needed for many things that cannot be paid for with a credit card and the only option is an ATM close to where they are, especially in light of the fact that many bank branches are closed.

ATMs in public areas • Haifa municipality in a new regulation
(haipo) - Haifa Municipality prohibits business owners from placing ATM stations in the area outside the businesses, in public areas. "ATMs can be placed on the premises of the business only," the municipality emphasizes.
In recent years, it is evident that the number of private cash withdrawal devices, (which are not banking), placed next to businesses or near them, is much greater than the number of bank ATMs. This is true not only regarding the recent period, but, as mentioned, has been going on for several years. that cash withdrawal machines are placed near explosions, supermarkets and in general, in various central locations, as over the years they have become more and more common in the public space.
From the analysis of the market for automatic cash withdrawal devices (non-bank ATMs) by the Knesset Research and Information Center, it appears that in the years 2012-2019 the number of private ATMs increased by 35% and that their number in 2019 was 133.2 for every 100,000 adult residents - sixth place after Korea , Canada, Austria, Portugal and Australia.
It should be noted that from the latest published data, it appears that in recent years many bank branches across the country have been closed, which has reduced the number of bank ATMs, while the number of private ATMs has increased accordingly. As of 2022, the number of private ATMs across the country was 4,620, and although the fees charged for withdrawing from a private ATM are much higher than the fees of bank ATMs, it seems that there is a need for them, as residents see a solution, in addition to being more accessible and available.
Regarding the fee, there were attempts to limit the fee and reduce it, and a class action lawsuit was even filed on behalf of the Consumer Council against the banks and private ATM operators for hiding the full amount of the fee from the customers.
The ATMs can be seen in almost all areas of the city of Haifa as in other cities in the country, except that the municipality of Haifa has also decided, as in Jerusalem, to prohibit the placement of private ATMs in public areas. And every business is allowed to place the ATM only on its private territory. Those who want to place outside the private area must settle the issue with the municipality and get a permit.
For example, according to the granting of permits for the removal of facilities or goods outside of businesses in Jerusalem, the placement of a bankt/ATM will be allowed within the area of the business only and on the front of the window which faces the street without any protrusion into the public space.
We addressed the Haifa Municipality with a number of questions regarding the decision:

- What is the business owner required to do in order to get permission?
- When the business owner gets permission, can he place the ATM outside the business?
- Or will the situation be like in Jerusalem where it is possible to place an ATM inside the premises of the business only and on the front of the window facing the street without any protrusion into the public space?
- Is the person who has a permit to take things out of the business exempt from the regulation regarding the ATM?
The Haifa Municipality informed Haifa:
"ATMs can be placed only in the premises of the business and not in the public area".
It all starts with turning a blind eye that lasts for many years to ignoring essential services for the public from the streets. This happens with the closing of bank branches and ATMs, the closing of post offices and even the disappearance of most mailboxes and more. It is the job of the mayors to put pressure on businesses and providers of such essential services to prevent their serial elimination from the streets where they were once found.
It is not clear how such a phenomenon continues without elected officials fighting to prevent it and representing the interests of the general public and especially disadvantaged populations!
