(haipo) - Israel Savion in the proposal for an order: "Improving the parking arrangement in '20 minutes Zoz' for the disabled and senior citizens".
The deputy mayor and chairman of the retirees' faction in the city council, Israel Savion, submitted a motion to order in which he requests that an extension of parking for the disabled and senior citizens in Haifa and Kiryat Haim be approved, in places where a '20 minutes move' sign is posted.
Throughout Haifa, as we know, there are parking spaces designated for short-term parking, of up to 20 minutes, free of charge ('20 minute Zoz'). The purpose of this initiative is to allow residents to find a parking space easily when they want to make quick arrangements, and to clear it quickly for those who follow them.
"Parking and a thorn in it"
"This is a good initiative," Savion writes in the proposal for the order that he submitted to Mayor Yona Yahav, "but at the same time, it disadvantages senior citizens and people with disabilities."
In the proposal, Savion notes that in recent times he has received many complaints from senior citizens who have difficulty staying within the 20 minute time limit in these parking spaces, due to mobility difficulties, and even when they exceeded by only two or three minutes, they were fined NIS 250.
In light of this, Savion requests that the city council make a decision that the time allowance be extended from 20 minutes to 30 minutes for senior citizens who hold a "veteran citizen" card, and to 45 minutes for people with disabilities who have a disabled card, this in order to prevent deprivation and the imposition of fines to a large public of senior and disabled citizens.
Savion: "This amendment will allow senior citizens and the disabled to carry out their arrangements with ease, comfort and without the anxiety that fines will be imposed on them.

It completely nullifies the concept. There are many disabled people and senior citizens in Haifa and few 20-minute parking spaces, there will be no room left for other drivers.
Holders of a disabled ticket have the right to park free of charge in blue-white parking lots, so there are many more parking spaces available to them anyway, free of charge and without a time limit. Senior citizens over the age of 70 are entitled to a ticket that entitles them to free parking in Blue and White for a full three hours. So drivers who do not meet these criteria both have to pay and have to deal with the fact that a disabled vehicle may occupy a requested spot in the blue and white for a whole day or even whole days. I think that the parking situation is anyway balanced in favor of people with disabilities and senior citizens, so to respond to Savion's proposal is a wild and offensive exaggeration. 20-minute parking spaces are by definition intended for people who have little time and can clear the parking lot quickly, not for people who need more time to manage - for them there are many, many more parking spaces available in blue and white and in the places marked for disabled vehicles.
