"The '20 minutes Zoz' parking is a disadvantage to a wide public in Haifa" • Savion in a proposal to order

(haipo) - Israel Savion in the proposal for an order: "Improving the parking arrangement in '20 minutes Zoz' for the disabled and senior citizens".

The deputy mayor and chairman of the retirees' faction in the city council, Israel Savion, submitted a motion to order in which he requests that an extension of parking for the disabled and senior citizens in Haifa and Kiryat Haim be approved, in places where a '20 minutes move' sign is posted.

Throughout Haifa, as we know, there are parking spaces designated for short-term parking, of up to 20 minutes, free of charge ('20 minute Zoz'). The purpose of this initiative is to allow residents to find a parking space easily when they want to make quick arrangements, and to clear it quickly for those who follow them.

"Parking and a thorn in it"

"This is a good initiative," Savion writes in the proposal for the order that he submitted to Mayor Yona Yahav, "but at the same time, it disadvantages senior citizens and people with disabilities."

In the proposal, Savion notes that in recent times he has received many complaints from senior citizens who have difficulty staying within the 20 minute time limit in these parking spaces, due to mobility difficulties, and even when they exceeded by only two or three minutes, they were fined NIS 250.

In light of this, Savion requests that the city council make a decision that the time allowance be extended from 20 minutes to 30 minutes for senior citizens who hold a "veteran citizen" card, and to 45 minutes for people with disabilities who have a disabled card, this in order to prevent deprivation and the imposition of fines to a large public of senior and disabled citizens.

Savion: "This amendment will allow senior citizens and the disabled to carry out their arrangements with ease, comfort and without the anxiety that fines will be imposed on them.

  1. It completely nullifies the concept. There are many disabled people and senior citizens in Haifa and few 20-minute parking spaces, there will be no room left for other drivers.
Holders of a disabled ticket have the right to park free of charge in blue-white parking lots, so there are many more parking spaces available to them anyway, free of charge and without a time limit. Senior citizens over the age of 70 are entitled to a ticket that entitles them to free parking in Blue and White for a full three hours. So drivers who do not meet these criteria both have to pay and have to deal with the fact that a disabled vehicle may occupy a requested spot in the blue and white for a whole day or even whole days. I think that the parking situation is anyway balanced in favor of people with disabilities and senior citizens, so to respond to Savion's proposal is a wild and offensive exaggeration. 20-minute parking spaces are by definition intended for people who have little time and can clear the parking lot quickly, not for people who need more time to manage - for them there are many, many more parking spaces available in blue and white and in the places marked for disabled vehicles.

  2. Only 45 minutes?
Aren't you a little carried away?
    Does not make sense .
which will not last 20 minutes.
There are enough benefits in parking lots for the disabled.
The goal of 20 minutes is to encourage movement.
Don't get stuck in a car for 45 minutes and it doesn't matter who the driver is

    • Great that Lemi Pango like everyone else where is the problem.?!
When a friend goes to the mall in the center of Netanya, he pays NIS 8 for the first hour.
Why do you deserve a scarce public resource for free?!

    • This is because they closed branches that were local in Haifa as well and (many) customers moved to very few of the remaining 1.5 branches... This shows the atmosphere in the streets in my humble opinion.

  3. This is a project to encourage cars and especially encourages huge traffic jams at the entrance to neighborhoods for long minutes, cars stopping waiting to exit and enter. The entrance to Carmelia is blocked due to parking for 20 minutes. Vehicles are waiting for parking inside the entrance to the neighborhood. Buses get stuck. Other vehicles get stuck. Traffic jams that slide into Samson because of these parking lots.
You have created a dangerous nuisance, you have created an aging city that endangers its pedestrians, instead of a city that encourages walking with wide and safe sidewalks. You have created unnecessary traffic jams and if they need an ambulance or a fire truck, they are not only unnecessary but also dangerous.
Taking down all the 20-minute parking lots at all the entrances to the neighborhoods is a huge and unbearable nuisance.

  4. This is perhaps the most successful project they have done in the city. Handicapped parking is something else and not related. It is much simpler to cancel reports for the aforementioned populations and add disabled parking.

  5. The idea is not bad, the execution is terrible and horrifying.
Instead of adding a number of "20 minute move" parking spaces, for example in places that are currently red-white or creating new parking bays, the municipality confiscated legitimate parking spaces for the purpose of the project.

  6. Dear Mr. Savion, regarding parking for the disabled, the law for the disabled prevails over the municipal ordinance that prevents parking beyond 20 zoz.
There is an appeal against what was said in the report

    • So the municipality, as usual, works in a successful manner.
Instead of simply stopping giving reports to those with a disabled note.

  7. After 5 successful years of Einat's wonderful venture, during which no one complained, this guy who is known for his hostility to Einat comes and tries to gain sympathy from a small number of senior citizens.

  8. Disabled people and elderly people with huge pensions who own a car are not poor people who will pay Pango like everyone else
The 20 minutes move should be canceled, it causes people to stand in the middle of the road and wait for someone to come out and create huge traffic jams in the neighborhoods, blow the 20 minutes and that the elderly, including the millionaire Savion, who was the manager of the Grand Canyon of Petrono Zeevi, who ran Yona Yahav, of course, will pay handsomely for the position.. they receive huge pensions and whining about fines. Pay Pango in normal parking.

  9. bless you Regarding the third age. As for disabled people, they still have free parking nearby and sometimes adjacent. We must leave these parking lots for the rest of the residents to enjoy. Because they can't park in a handicapped spot
