In the proposal, Ben Dayan requests that new municipal regulations be updated by the legal department of the municipality that allow enforcement and the provision of reports using markers or a computerized system by DNA testing. The construction of the establishment of a DNA database in cooperation with the municipal veterinarian, the operations manager and the information systems manager within a few months of owners The dogs in Haifa.

Unfortunately, most of the enforcement and supervision on the subject is lacking. So far there is no settled solution. There is no neighborhood in Haifa that does not suffer from the proliferation of dog feces in many public places, on the streets, sidewalks, parks, at the entrances to schools and kindergartens, and even on the promenades at the Haifa and Kiryat Haim beaches. Dog feces is not destiny! It is possible and possible to treat a hazard that is an environmental and health hazard. Be sure in places and parks where there are children.

The main flaw in the existence of enforcement is the need to provide a report "at the time of the act". Today, according to the municipal regulations, it is not possible to carry out effective enforcement against residents who flagrantly violate the law, causing environmental hazards and diseases. The combination of uncompromising enforcement, education and increased awareness of the issue will bring the results in treating the phenomenon. Therefore Ben Dayan submitted his proposals on the subject which we mentioned at the beginning of the article but we will mention again.
