(haipo) - Residents in the Kiryat Eliezer neighborhood report a homeless man who settled on the street where they live, walks around in minimal clothing and sleeps near buildings and yards. They turned to the municipality and the police to help them, but the problem was not solved and the homeless man returned to the street again and again and the residents were helpless.

"Six days ago I returned home and saw that someone had cleared out several objects, including beds," says a resident of the Bat Galim neighborhood in Haifa. "A homeless man came to ours (Efron St. 6) and used the beds to sleep here. We live near the entrance to the Faculty of Medicine and there are always security guards here, but it doesn't really change the situation."

The homeless man walks around here dressed very minimally, there are cases with a sheet covering his body. It also happens that the sheet falls off him and he just walks around naked in the middle of the street. Small children walk around here and are exposed to it. He goes around asking people for cigarettes."

"The homeless man sleeps in the garden of our building on Efron Street and on the sidewalk at the entrance to the buildings on the street. I took the beds and put them further away, but it doesn't matter, he stays on the street. There were times when he slept behind our garbage cans.
On Sunday 28/04/24, they came from the municipality and cleared all the garbage and the beds, but it didn't change anything, he moved to sleep 15 meters from the place where he slept until then. He found a blanket and slept covered in it at the entrance to one of the buildings. On Monday afternoon we called the police. A car arrived with a very professional policeman and he told us that even if we tell him to leave, he will return after an hour."

"One of the problems is that he defecates on the sidewalk. My heart aches for him, really, but letting him stay in the middle of the street is not a solution. With all the empathy, it has become a sanitary hazard. The trouble is that we feel that there is no one who can help in this matter."
Haifa Municipality's response:
The Haifa Municipality stated that immediately upon receiving the complaint, employees of the welfare department went to the scene in an attempt to locate the man and offer him assistance and a suitable roof. During the patrol conducted in the area, the man was not found, nor was there any evidence of Der Rehov's presence there.
The municipality added that they will continue to follow the matter and patrol the place with the aim of locating the man and convincing him to get assistance that will lead to his removal from the street.
The municipality was even asked to contact the residents and ask anyone who encounters the man to contact the welfare service (via the municipal hotline 106) in order to allow the welfare workers to reach the scene as quickly as possible.

Later in the late evening, an update came from the residents of the street that the municipal inspectors arrived again, treated the man and brought him to a shelter.
